Darfur : Truth or Fiction?
There is an insidious apathy creeping into the dialogue about Darfur . It seems as if a convenient fiction of what has happened in Darfur has become more appealing than the truth. In recent weeks we are told that prosecutions must be in the interests of the victims in the region, yet scarcely as these words have passed the lips of those concerned, a careful reframing of the facts is underway so as to excuse the Sudanese government for their morally reprehensible behavior. However, if justice is to mean something in Darfur , it must surely hit hard at the political structure of genocide; it must stop blaming victims for taking action to protect themselves and it must, above all, reference the history of the region where the motivations of the perpetrators soon start to become clear.
دارفور : حقيقة أم خيال ؟؟!
هناك تقاعس ماكر يزحف الي النقاش حول دارفور . يبدو أن التناول الخيالي لما حدث بدارفور أصبح أكثر إغراءا من التعامل مع حقيقة ما حدث هناك . لقد سمعنا في الأسابيع الأخيرة أن امحاكمات لابد من أن تأخذ مجراها لصالح الضحايا. لكن يبدو أن هناك من بدأ يحور و يعيد صياغة الحقائق حتي يجد عذرا للتصرف غير الأخلاقي المشين للحكومة السودانية. لكن و لكي تعني العدالة شيئا في دارفور فإنه لابد لها ( أي العدالة) أن تضرب بشدّة علي البنية السياسية للإبادة . أنه لابد من الكف عن لوم الضحية عندما تتصرف للدفاع عن نفسها . و أنها و فوق كل شئ , لابد من أخذ تاريخ المنطقة في اللضرورة ربط دوافع المعتدين تاريخيا بوضوح بالمسألة كلها .
The evidential burden to prove genocide is indeed heavy where the ICC is concerned because it requires that links are established between the command and control structure of genocide and what is happening in the ground. This link is difficult to prove and is something that the ICC is working hard to secure. But it is a cheap shot at best to claim that Luis Moreno Ocampo is going beyond the facts in arguing that there is "an organised campaign by Sudanese officials ... to physically and mentally destroy entire communities". It is also morally questionable to make the argument that there are no parallels to Nazi Germany in the systematic destruction of Darfur 's social fabric.
عبء إثبات وقوع الإبادة بالتأكيد ثقيل علي المحكمة الدولية للجنايات حيث عليها إيجاد تلك الروابط بين أجهزة القيادة و التحكم و بين ما يحدث فعلا علي أرض الواقع . هذا الرابط من الصعب برهانه و ذلك شئ تعمل المحكمة الدولية للجنايات جاهدة لتأمينه . لكنه يعد ضربا من المغالطات الرخيصة أن يتهم السيد لويس مورينو أوكامبو بأنه قد تجاوز الحقائق عندما يبني مرافعته علي: أن هناك حملة منظمة بواسطة المسؤولين السودانيين لتدمير مجتمعات كاملة بدارفور جسديا و ذهنيا . أيضا أنه غير أخلاقي عندما يجادل البعض أنه ليس تشابه بين أسلوب ألمانيا النازية و بين الأسلوب الممنهج في تدمير النسيج الإجتماعي بدارفور .
Genocide is about intent, not numbers. In Darfur, this intent has been obscured under the Sudanese government's barrage of misinformation through the Sudanese Media Center and others; through the lack of backbone of international governments and through inadequate tribally based explanations which negate history in favor of something altogether more simple. But the intent is and has always been there. In Darfur , genocidal intent emanates from the threat to the machinery of the NCP/Islamist Cause, which has been ongoing since the early 1990's. For a start, there is the case of Bolad and the exit of the Islamist's most brilliant strategist to support the Southern led incursion into Darfur . There is declining purchase of the Umma Party in Darfur in the face of its absolute failure to deliver any form of development or equality to the region. There is the lack of willingness by the Fur, Zaghawa and Massaliit groups to engage in the form of militant political Islam espoused by the centre and to put up with arbitrary murder and harassment. There is the public unveiling of the government's unequal resource allocation in the Black Book by the Seekers of Truth and Justice many of whom went on to form JEM. There is the threat that all these disgruntled forces might actually ditch their differences and fight together to get the NCP out. Add these things together and what does one get? For the NCP, Darfur is a problem and its people need to be eliminated at all cost.
الإبادة تعني القصد و لا تقيم بالأرقام . في دارفور هذا القصد تم التستر و التشويش عليه بالإغراق الإعلامي المضلل بواسطة المركز السوداني للإعلام SMC و مؤسسات صحفية أخري . في دارفور قصد الإبادة ينبثق من التهديد الذي تواجهه آلة المؤتمر الوطني/ الحركة الإسلامية و الذي بدا منذ بداية التسعينات . البداية كانت مع داؤود بولاد و كخروجه من الحركة الإسلامية و هو يعد من النجباء ليناصر الحركة الشعبية التي يقودها جنوبيون .و ينضم لهم ليقود فصيلا الي دارفور . كان هناك أيضا تناقصا ملحوظا في تأييد الدارفوريين لحزب الأمة بعد فشله الذريع في تحقيق أي تنمية و مساواة في الإقليم . أيضا كان هناك عدم رغبة في إنخراط قبائل الفور و الزغاوة و المساليت في نظام المركز اللإسلامي السياسي العسكري مما جعلهم عرضة للإعتقالات و القتل العشوائي . و صدر الكتاب الأسود ليبين عدم العدالة في توزيع الفرص و التوظيف و الموارد في هيكل الدولة . و كان الكتاب ألفته مجموعة أطلقت علي نفسها طلاب الحقيقة و المساواة . و إنضم معظمهم لتنظيم جديد سمي حركة العدل و المساواة .كان هذا التهديد للمؤتمر الوطني أن ينسي كل هذه المجموعات خلافاتهم و يتحدوا علي شئ واحد هو محاربة المؤتمر الوطني بوصفه العدو المشترك . عندما تضع كل هذه الأشياء ماذا تخرج منها؟؟ ستخرج منها أن المؤتمر الوطني رأي أن دارفور هي مشكلة له و ان اهلها لابد من التخلص منهم بأي ثمن .
What is happening on the ground in Darfur reflects a strategic decision to pursue a scorched earth policy against these "troublesome elements" before they take the problem directly to Khartoum . It really is as simple as that. Tracking - as I have over many years - the burning and #####ng of villages across Darfur, it is clear that there is a systematic pattern of destruction which corresponds to either important political areas (rebel strongholds), agricultural areas (which disrupt the food supply) or areas that are established migration routes. Once they are disrupted, locals find themselves interned in camps. If the systematic destruction of people, landscape ecology, habitation, political infrastructure, food supply chains and routes of escape doesn't amount to genocidal intent, I'm not sure what does.
ما يحدث بدارفور علي الأرض يعكس قرارا سياسيا بإتباع سياسة الأرض المحروقة ضد ( أولئك العناصر صانعي القلاقل ) قبل أن يأخذوا قضيتهم رأسا الي الخرطوم . تلك ببساطة المسألة. بمتابعة عمليات الحرق و النهب للقري بطول و عرض دارفور - كما فعلت أنا و لمدي سنين - يتضح بجلاء أن هناك نمط ممنهج للدمار له علاقة وثيقة إما بمناطق مهمة سياسيا ( مناطق سيطرة المتمردين) و مناطق زراعية ( و ذلك لتدمير مخزون الأغذية ) و إما مناطق مسارات الهجرات الموسمية و التواصل . بتدمير هذه المناطق فإن السكان يجدون أنفسهم مساقون الي معسكرات النازحين . إذا كان تدمير الناس, تدمير مناطق سكنهم و الطبيعة المحيطة بهم , تدمير البنية التحتية السياسية, تدمير مخزون الأغذية و وسائل إنتاجها و الأرض التي تنتجها, تدمير دروب النجاة و الطرق , إذا كان كل هذا لا يرقي الي إبادة جماعية .... فما هي الإبادة الجماعية إذا .
Much to the horror of the NCP in the last few weeks, the pre-emptive attack on Darfur did not stop the rebels taking their case to Khartoum . Finally, the nightmare came true. Yet the carnage on the streets did not emanate from Darfuri rebels, rather it occurred because of the disproportionate amount of violence directed against rebels by the Islamist machine who feared for their position. Even today, leaders from Darfur (many of whom had nothing to do with the uprising) continue to be targeted. In recent weeks for example, Ibrahim Abdalla Bagal Srage a 25 year old Darfuri student activist has been under the constant threat of arrest from the security forces. His crime? Mr Srage is the spokesperson of the Alliance of Darfur's Students Association and ethnically belongs to Zaghawa tribe. He is not a member of JEM, was not involved in the Khartoum uprising but has been very vocal on Darfur, writing articles, public speeches and press releases protesting the situation in the region. Yet he has become a prime target for the Islamist machine because they want to use the Omdurman situation to silence dissent.
لقد أصيب المؤتمر الوطني ( الحكومة) بالرعب في الأسابيع القليلة المنصرمة عندما تيقنت أن إعتداءاتها علي أهل دارفور في دارفور لم يثني مقاتلين من دارفور من أخذ قضيتهم الي الخرطوم ذاتها .
و أخيرا لقد تحقق كابوس المؤتمر الوطني . و الدمار الذي حدث بالشوارع لم يكن من فعل متمردي دارفور و لكن من فعل إستخدام العنف غير الرشيد من قبل آلة الإسلاميين في حالة الهلع الذي أصابهم خوفا من فقدان مركزهم . و حتي هذا اليوم فإن قادة من دارفور ( و كثير منهم لا علاقة لهم بثورة دارفور ) لايزالون يستهدفون من قبل الحكومة . في الأسابيع الأخيرة مثلا , ابراهيم عبدالله بقال سراج , ناشط طلابي دارفوري يبلغ من العمر 25 عاما و من قبيلة الزغاوة . هو ليس عضوا في حركة العدل و المساواة و لم يشترك في إنتفاضة الخرطوم و لكنه مشهود له بإبداء آرائه بخصوص قضية دارفور و يكتب موضوعات و يتحدث عن قضية دارفور و يعرب عن إحتجاجه للوضع بالإقليم . لكننا نجده أنه أصبح مستهدفا من قبل آلة الإسلاميين الحاكمين لأنهم يريدون إستغلال حادثة امدرمان لإخراص معارضينهم .
Alex de Waal and others argue that we are in a critical position vis a vis Darfur and the UNAMID deployment. He argues that Abeyi is at the point of war, with the South and North primed to resume hostilities. This, he argues, is the reason for easing off on government officials so as to keep Sudan from the edge of an abyss. But Sudan is already there. The single most important factor in all these conflicts is the NCP's relentless greed, discrimination, brutality and pursuit of power at all costs. The fact that they renege on implementation of the CPA, the deployment of troops and have turned the screw on peripheral regions has no ideological component at all: it is simply an attempt to keep their hand in the ever-present money supply of Sudan 's resources.
أليكس دواال و آخرون يحاججون و يقولون أن الوضع الآن بات جد حرج أي في السودان و ما يمت لدارفور و القوات الدولية. هو يقول منطقة أبيي باتت الشرارة التي ستشعل الحرب مجددا بين الشمال و الجنوب . و لذلك يري أليكس دواال أنه يجب إعطاء الحكومة في الخرطوم متنفسا و عدم الضغط عليها و إلا أن إنهيارا تاما سيحدث في السودان . لكن السودان الآن في إنهيار . و العامل المشترك في كل هذه الكوارث هو المؤتمر الوطني . هو المؤتمر الوطني بجشعه الذي لا يعرف حدودا , بعنصريته , و بقسوته و وحشيته في الإحتفاظ بالسلطة مهما كان الثمن .
حقيقة أن المؤتمر الوطني لم يف بإتفاقية السلام الشامل و إنتشار القوات الدولية بدارفور و الضغط المتواصل علي الأقاليم النائية .. كل هذا ليس وراءه عامل عقائدي ... أبدا .. كل هذا و ببساطة محاولاتهم المستميتة لمداومة وضع يدهم علي أموال البلاد و إحتكارهم لمواردها .
It is a fallacy to think that being nice to the Government of Sudan will produce results. What is required at this point is a much tougher line, unflinching support for the ICC, the freezing of assets of those involved in nefarious behavior and a consistent unified position. The NCP are master manipulators of the truth and have no interest whatsoever in co-operating with UN/AMID, Mr. Ocampo or anyone else for that matter, unless their options are shut off. Watered down pleas to appease the NCP will, I am sorry to say, have the same result that all negotiations with bullies have: nothing. So let's dispense with the well-crafted fiction of Darfur , and start telling the truth about what's going on there, however inconvenient it might be for the international community or those who claim to speak for local people.
إنه من الخطل الإعتقاد انه بمعاملة حكومة السودان بالحسني فإن هناك نتائج إيجابية ستجني .. المطلوب في هذه المرحلة هي معاملة اكثر شدّة , دعم المحكمة الجنائية بقوة و بلا تراخي , تجميد أرصدة و ممتلكات أولئك المسؤولين الذين إشتركوا في إرتكاب سلوك مشين , و موقف متحد و ثابت تجاه حكومة السودان . المؤتمر الوطني هم أكثر من يجيد المراوغة و تحوير الحقائق و ليس لديهم البتة أي رغبة أو نية في التعاون مع القوات الدولية , السيد اوكامبو أو أي مسؤول دولي آخر ... إلا إذا أوصدت كل خياراتهم . المناشدات للمؤتمر الوطني هي و أقولها بكل أسف ستكون لها نفس النتائج عند التفاوض مع الطغاة : لا شئ .. لذا دعونا نتخلص من هذه الأوهام الخيالية عند التعامل مع قضية دارفور و لنبدا في سرد حقيقة ما يحدث هناك بغض النظر عن عدم الإرتياح الذي قد يسببه ذلك للمجتمع الدولي أو أولئك الذين يزعمون أنهم يتحدثون نيابة عن السكان المحليين هناك .
