أتيم قرنق: حال الخرطوم كزوج أربع.. إحداهن طلبت الطلاق
نائب رئيس البرلمان السوداني لـ«الشرق الأوسط»: الأوضاع لا تدعو للتفاؤل

شبه نائب رئيس المجلس الوطني، البرلمان السوداني، عضو الحركة الشعبية الجنوبية، أتيم قرنق دينق، حال السلطة المركزية في الخرطوم بزوج مقترن بأربع، كان على خلاف مع إحداهن، وهي الجنوبية فطلبت الطلاق، إلا أن المحكمة رجتها الانتظار لمدة 6 أشهر لمزيد من التفكير من أجل وحدة الأسرة الكبيرة. إلا أن هذا الزوج عقب هذا الحكم بدأ في إساءة معاملة زوجته الغربية وضربها. ما يؤكد، وفقاً لرؤية قرنق، أنه وعند انتهاء فترة الستة أشهر، فإن الزوجة الجنوبية ستصر على الطلاق. وينصح أتيم في حديث لـ«الشرق الأوسط» حتى لا ينتهي الوضع بالطلاق، أن يسارع الزوج بمصالحة زوجته الغربية من أجل إقناع الجنوبية بأن هذه الأسرة الكبيرة يسودها سلام واستقرار ومحبة. مستطرداً دون مواراة أن الأوضاع السياسية في السودان لا تدعو للتفاؤل. إذ بالإضافة لقضية دارفور التي تحتاج إلى حل عاجل، يقول: كان من المفترض أن يتم إجراء الانتخابات العام المقبل، إلا أن عدة عوامل منها السياسية والإجرائية والتشريعية قد حالت دون بدء عملية التحول السياسي بصورة عملية، وإن كان هناك قانونان يمهدان للتحول الديمقراطي قد أجيزا، وهما قانون الأحزاب وقانون الانتخابات. مضيفاً أن غياب أو عدم تعديل قانون الصحافة والمطبوعات وقانون الأمن القومي وقانون النقابات وغيرها من القوانين ذات العلاقة بالتحول الديمقراطي لا تزال معلقة. مما لا يسمح بالتفاؤل. مشدداً على أن السودان إذا وصل إلى 2011 بهذه الأوضاع فإن الجنوب سينفصل لا محالة. جاء ذلك في حوار أجرته «الشرق الأوسط» مع أتيم خلال زيارة قصيرة قام بها للعاصمة النمساوية فيينا، قدم فيها عدداً من الندوات عن الوضع الراهن ومسيرة الشراكة بين طرفي الحكم في السودان. في السياق ذاته حذر أتيم قرنق من خطورة رفض أي طرف، أو تجاوزه لما ستصدره محكمة التحكيم الدولية بلاهاي بشأن قضية حدود منطقة أبيي الغنية بالنفط، المتنازع عليها بين المؤتمر الوطني الحاكم في السودان، وشريكه في الحكم الحركة الشعبية، والتي بدأت جلسات الاستماع لمرافعات طرفي النزاع هذا الأسبوع بالهيج بهولندا. مشيراً إلى أن عدم قبول الحكم يعتبر تجاوزاً لإجماع دولي. منبهاً أن الحكم لابد وأن يتم تنفيذه مهما طال الزمن باعتباره ملزماً سياسياً وقانونياً حتى وإن كانت المحكمة لا تملك قوة شرطة. مؤكداً أن طرح القضية هذه الأيام على محكمة العدل الدولية لا علاقة له بقرار المدعي العام للمحكمة الجنائية أوكامبو وقراره بإدانة الرئيس البشير. قائلا: إن طرح قضية حدود أبيي أمام طرف ثالث محايد لم يأت إلا بعد أن تفاقمت الأوضاع بأبيي مما أدى لقتال بين طرفي النزاع من سكان المنطقة خاصة بعد اكتشاف البترول فيها، وبعد تسليح الحكومة لميليشيات من أبناء المسيرية ذات الأصول العربية ضد دينكا نقوك ذات الأصول الأفريقية. ورداً على سؤال عن الأسباب التي تقعد بمنسوبي الحركة الشعبية دون المشاركة في المسيرات التي تنتظم الشارع السياسي السوداني تأييداً للرئيس عمر البشير ضد قرار المحكمة الجنائية التي تتهمه بجرائم حرب في دارفور، أجاب أتيم قرنق أن الانفعالات والتشنج لا يفيد في القضايا القومية. مضيفاً أن عدم مشاركة قواعد الحركة لا يعني تأييدهم لقرار المحكمة الجنائية الذي يدين رئيس الجمهورية بطريقة خارجية تتعارض ودستور السودان الانتقالي للعام 2005، مما يوجب على كل سوداني حماية دستور بلاده، وإنما بسبب المناداة والهتافات العنصرية التي يشنها المتظاهرون ضد من يدينون بدين غير الإسلام مما يثير الفتنة، بالإضافة لاستعداء تلك المظاهرات لشعوب بحرق أعلامها فيما المفترض أن تدين مظاهرات احتجاج كتلك الحكومات وليس الشعوب. من جانب آخر أمّن أتيم على إمكانية تطبيق مبادئ اتفاقية السلام نيفاشا على بقية الأقاليم، راهناً ذلك بمدى قبول واستعداد المؤتمر الوطني لمنح الأقاليم الشمالية هذا الحق. هذا وكان أتيم قد شن هجوماً شديداً ضد ما وصفه بالتردي المتواصل في الالتزام بمبادئ نيفاشا فيما يختص بقسمة الثروة خاصة الثروة النفطية. مذكّراً بأن اتفاقية نيفاشا تنص على أن تتم كل مراحل العمل في النفط بشفافية شديدة ليس لها وجود الآن، هذا بالإضافة للتعقيدات التي يتسبب فيها عدم وضوح الحدود في المناطق المنتجة التي تسيطر عليها الحكومة القومية عسكرياً وبالتالي فإنها تأخذ إنتاجها مما جعل الأمور موضع شد وجذب. مبيناً أن ذلك من الأسباب القوية التي تدفع بالحركة للمطالبة بتحديد الحدود، وبتفعيل المفوضية القومية للبترول التي أشار إلى أنها حالياً مجرد لجنة تهيمن عليها وزارة الطاقة. من جانب آخر طرحت «الشرق الأوسط» سؤالاً على أتيم حول ما يدور من حديث عن تهميش وعزلة يعاني منهما مسؤولو الحركة الشعبية الذين يتولون مناصب قيادية في الحكومة القومية، وإن كانوا حقيقة مهمشين.. فأوضح مجيباً «قلنا كثيراً إن الخدمة المدنية في السودان وغيرها من أعمال إدارية أصبحت مسيّسة منذ وصول الجبهة القومية الإسلامية للحكم. وبالتالي فمن يتولى أي منصب قيادي من غير وزراء المؤتمر الوطني لابد أن يصطدم بإدارة مدنية تعتبر نفسها جزءًا لا يتجزأ من الحزب الحاكم، مما لا يجعل لقرارات المسؤول غير التابع للمؤتمر الوطني أثراً». هذا فيما رفض أتيم رفضاً باتاً اتهام القياديين من الحركة بأنهم كمن «لا يعجبه العجب أو الصيام في رجب» وأنهم دائمو النقد والرفض حتى في لحظات حرجة كهذه يرى البعض أنها تتطلب مشاركتهم الكاملة.. قائلا بعنف: «لم يؤخر السودان أمراً أكثر من التفكير الشمولي. إن الشمولية في السودان لها مؤسسات ثلاث حكمت السودان فظل محكوماً برأس فرد واحد، سواء من المؤسسة العسكرية التي حكمت ثلاث مرات بدءًا من انقلاب عبود 1958 ـ 1964 إلى نميري 1969 ـ 1985 ثم البشير 1989 ـ 2005. أضف إلى ذلك مؤسسة شمولية أخرى هي الطائفية التي حكمت السودان من خلال حزب الأمة والحزب الاتحادي ثم المؤسسة الفكرية العقائدية التي يمثلها الإخوان المسلمون والشيوعيون. هذه المؤسسات تخاف الصوت الآخر. لا يقبلون أن يخالف أحد السيد أو القائد (ما عندهم غير حاضر ونعم) كل هذا يؤدي إلى إطار فكري متجمد.. لهذا عندما تبرز قضية، يعتقد الناس أن كل الشعب لابد أن يكون صوتاً واحداً. هذا أمر غير ممكن. إن اختلاف وجهات النظر أمر طبيعي وديمقراطي. من جانب آخر قلل أتيم مما يطال حكومة الجنوب من اتهامات بالفساد والديكتاتورية. مفسراً أن حكومة الجنوب غير متهمة وإنما هي التي بادرت بالقول إن هناك مفسدين تحاول أن تحد وتقلل من عمليات سطوهم على المال العام من خلال المحاسبة القانونية أو الإدارية وتحسين النظام القضائي ورفع الكفاءة المهنية للعاملين في القطاعات المالية وتدريب رجال الأمن لحماية المال العام. رافضاً تصنيف أعضاء الحركة الشعبية بصقور وحمائم، مبيناً أنهم (حركة شعبية لا يوجد فينا صقور وحمائم وإنما يوجد من يؤمنون بمبادئ الحركة التي نلخصها في تحقيق العدالة في السودان والمساواة والحرية، وكل هذا في النهاية سيؤدي إلى الديمقراطية ووحدة السودان من خلال الاعتراف بالتنوع والتعددية الثقافية والعرقية والدينية، وبذا الانتماء بالمواطنة». وحول قرار المحكمة الجنائية وزيارات المسؤولين الأميركيين للسودان قال: أميركا لا دخل لها ولا قضية لها بالمحكمة الجنائية لكونها ليس عضواً فيها لكن يمكن أن يسرها القرار لأن المؤتمر الوطني من وجهة النظر الأميركية كان يقوم بدعم للإرهاب عندما كان يستضيف كارلوس وأسامة بن لادن.
