Taha Affirms State Keenness to Bolster the Decentralized Government
Khartoum, Aug. 24 (SUNA) - Vice President of the Republic and co-Chairman of the Higher Council for Decentralized Government, Ali Osman Mohamed Taha, has affirmed the endeavour of the government to strengthen the decentralized government to enable the citizens to pratice their role in the formulation of policies
Addressing the inaugural sitting of the meeting of first term of the Higher Council for Decentralized Government at the Friendship Hall Tuesday, the Vice President said that the issue of the decentralized government is one of the key issues which the government has been working for its progress
He said that the political conflict in the country was partially attributed to the issue of the decentralized government, explaining that all the agreements signed were aimed to enabling the people to pracitice wide jurisdictions and to broaden the level of the political participation for the realization of bigger amount of satisfaction
Taha referred to a number of challenges came out in parallel with the expansion in the decentralized government through the increase of the states and localities, as well the expansion of the political contribution represented in financial cost by increasing the budgets
He pointied out that the establishment of the local government raised the aspirations of the people by virtue of the information and communications which increased the awareness of the people
Taha called for the coordination of programmes, policies and the intergration of roles to preventany contradiction among the government levels
The Vice President stated that each level of the government gave itself the right to understand and explain the texts in spite of the clear constitutional clauses a matter that leads to the enactment of legislations made loophole to the citizens particularly regarding the financial and fees legislations, disclosing that the said issues dictated thinking in a forum for consultation about these jurisdictions
Taha said that the task of the council is setting of policies to realize harmonization and consistency alongside narrowing the gaps between the different government levels as well as looking for the optimum way for the decentralized government development
Taha reiterated the keenness of the council on the field of planning and coordination between the federal and state organs concerning the general policies of the government
