You see the recommended link whenever you hover over the link on the SOTN home page. The links look like this:

      http://www.stat-usa.gov/stemplate.nsf/Validate?OpenAgent&dbID=online.nsf&filekey={filename}

where {filename} is the file you're after such as h8hist.exe. So a complete link might look like this:

      http://www.stat-usa.gov/stemplate.nsf/Validate?OpenAgent&dbID=online.nsf&filekey=h8hist.exe
