    Interviewed by: Kamal Hassan Bakhiet and Diaaddin Bilal Dr. Mansour Khalid had been silent for quite a long time. He had taken to silence since the death of SPLM/A Leader, Dr. John Garang de Mabior, and after he came to the Presidential Palace as Advisor to the President. He seemed as though he was avoiding spotlights and mass media. But when Dr. Mansour speaks, his words will gain impact just like the impact he has usually through his elegance. Moreover, words and statements made by Mansour are not characterized just by their echoing eloquence, but also by the visions and ideas they express. They might express stances that one might not agree with or might even reject, but will always respect its origin. Al Ray Al Aam intended to offer its readers a dialogue that will add value to enjoyment. It was quite a lengthy session with Dr. Mansour Khalid in his room in Khartoum Hilton. It was an interview that we claim to be both comprehensive and intriguing. It includes both the public and private, political and artistic, international and local. Dr. Mansour had been speaking and commenting as he never had before. We relate hereunder the interview made by Al Ray Al Aam Editor-in-Chief Kamal Bakhit and Head of the Political Section, Diaaddin Bilal Q: Dr. Mansour, it has been a whole year since Sudan started to implement the CPA. Are you satisfied by the course taken or do you have any reservation about implementing the CPA? A: Harold Wilson used to say, "A week is quite a long period in politics". This is quite obvious in countries where policy is stable. But in politics - if we could even call it politics - especially in this stage are just being established and reshaped. Consequently, if we consider what had been achieved through this year, I can easily say that it is quite appreciable. It is true we are governed by a period of time that doesn't exceed a few years, but if we take into account all the circumstances which accompanied what happened this year we can say that it s a remarkable achievement. Some might say that a year is quite a long period, and, that nothing was actually achieved apart from setting some laws and establishing some institutions. However, those who say so are usually ignorant about the nature of those laws and institutions. I think this is a type of short sightedness or else they are not keen on conceiving the importance of these laws. The importance of these laws does not concern the agreement partners alone, but it concerns the whole of Sudan. I think that all those institutions and laws executed during this period were a real revolution. When we speak about decentralization, we find that, since independence, Sudanese politicians had been disputing about how Sudan can be ruled and about decentralization. It never happened that such a radical decentralized system, in which power was fully transferred from the centre to the peripheries, was ever achieved. Another point is that there is an undeclared conflict over fair share of wealth. It is for the first time that it was clearly fixed how national wealth could be distributed. Some institutions were even formed to supervise these changes. The resources commission is one in which all state Ministers of Finance participate. It will decide how national wealth be would expended and how laws would be internationalized and fairly applied. The constitution was also taken into account on one side which is the document of rights. It is the first time that such a right document is set and with sufficient details and guarantees. The document had also included other issues. According to me elections are quite an important issue. People never had an idea about how would things develop or how long would this regime persist. It is for the first time that talks started to be circulated about resorting to people and to their judgement during a specific period. Then we come to the other side. How would all this be implemented? It is always better to decide where to start. That is quite essential. Many people try to judge what had been achieved during the past year not through what was agreed on in Naivasha, but rather through their own agenda. As if the SPLM was supposed, before coming to Khartoum to execute programmes by others regardless of the fact that this agreement had originally came as an agreement between two warring parties, and regardless of the fact that the war was not just an ordinary war between the Sudanese Army and Rebels in the South. It was a comprehensive war. Even if we regard it at the level of the central national government, it was not the army which led the war. The Government had recruited almost everything. All activities were transformed into war activities. Economy was one of war. All publicity was a publicity of war. Even foreign policy was actually a policy of war. The Ruling Party was, in addition to all that, fighting that war. They sacrificed their own sons for the cause of war. It was not, therefore, an ordinary war. Similarly, the war fought by SPLM/A was not like all wars that erupt in the South. It was a war that had its civil depths. It had a message that was not restricted to the South. Consequently it follows that any harmony between the two warring parties should take into account that there is a maximum or minimum that cannot be over-steped if the harmony was arrived at according to specific conditions. It is, therefore, quite wrong for any group to expect SPLM/A to implement their agenda when it comes to Khartoum. That is not due to SPLM/A objecting on their agenda, but because those agenda require certain implements and environment to execute. Whoever wants to execute those agenda should do so only if they were convinced about the implements and environment. If they everfailed to do that, they should not expect others to execute them, especially when those others are quite aware that objective circumstances necessitate that the only course towards democratic change is the course we are now taking. Diaadin Q: Some people speak about SPLM/A being quite sincere about its commitment towards those agenda. It is now pretending that those are not its agenda, but belong to others. We want, here, to know about those agenda. What are they represented in? A: Those agenda are as follows: Those others include all opposers of this regime. They include SPLM/A also. Those agenda are represented in deposing this regime. Some even go to the extreme by calling for extermination of the whole political regime because it was essentially keen on exterminating any other political forces. The slogan adopted indicates that opposition is worth nothing and that 'we acquired power by force, so any power that wants to get access to party would do it by force.' The two conflicting parties came to know that this will lead to nowhere. They realized that those force which aimed at exterminating others could not go all the way towards that. To do that they need to do some specific task which they failed to do, but kept relying on SPLM/A to do it, which was also not possible. They had realized that this regime, unlike any other one, cannot be deposed through uprisings like what happened in the past. It follows then that due to rejecting SPLM/A logic about providing the necessary armaments and due to the regime's conviction about the impossible extermination of other forces as it intended before, the two sides arrived at mutual understanding and harmony. In my opinion this harmony is the only option possible within the circumstances presently prevailing. It is just as Aristotle expressed it more than two thousand years ago. "Politics is the art of doing what is possible." Nobody had been able to refute that so far. Q. Editor-in-Chief: Dr. Mansour, don't you think that the political address you refer to is actually directed to Northern political parties and not to SPLM? A: No, it was directed to both. It was directed to political parties on account that they have no future in Northern Sudan and was, at the same time direct to SPLM/A on account that it does not represent Southern Sudan, and that it had nothing to do with what goes on in the North and if it ever came to the Sudanese borders it will be expelled. Q: Diaa: It had been declared before by all forces opposing this regime that they had overstepped the stage of ousting the regime. They are not trying to exterminate the regime now but are trying to make it change conduct and policies. SPLM had agreed to that. Any hints about forces that seek deposing the present regime in the North are not related to any specific political force that really seeks to oust the regime. A: Let me till you this. I said that forming institutions and issuing acts and laws is not in itself sufficient despite the fact that the institutions are in fact a process of restructuring institutions that were there since independence. But I also said it is necessary to change all situations that were prevailing before the constitution. We are therefore, required to review any structures which might contradict with the present situations, and to review any contradictory laws as well as any practices that infringe the rights and freedoms stipulated in the constitution. We are obliged to do that and are ready to work within the frame of the constitution with any part that is willing to do that. We even think that there is no objection to that within the National Congress Party. The President is always talking about commitment towards the constitution and about the necessity for harmony among all corporations, institutions and laws with the constitution. Editor-in-Chief: Q: Dr. Mansour, you were of opinion - at some stage -that the implementation of the CPA, should be carried by the youthful negotiators that is the government should be formed of those who negotiated, made amendments in the six protocols and exerted appreciable efforts. Do you still hold that opinion? What made you adopt that opinion in the first place? A: I think this agreement had been arrived at during certain circumstances, and the negotiating parties had absorbed all its articles and content. It follows, therefore, that the presence of those negotiators from both parties in the government will help greatly towards the proper implementation of this agreement. In fact the agreement itself stipulates that it is the Government of National Unity that should implement this agreement. It is necessary therefore that the Government of National Unity should include the largest number possible of those elements. However, many incidents that took place led to the present situation, and it becomes necessary therefore that we should make maximum benefit from this situation. I still remember the President saying during his address to the first meeting by the Government of National Unity "It is your duty to read this agreement, understand it all, implement it and work according to it. "Consequently it is the responsibility of the Government of National Unity to base all its performance and policies on the CPA. It is not a matter that only concerns the Government in the form of the Council of Ministers, it is actually something that concerns all government institutions. To my opinion the awareness and conception present at the higher levels is actually absent in all lower levels. Many of those lower levels deal with this agreement just as a matter of fact. Dia'a Q: It had been circulated that the Naivasha negotiators on both sides were excluded from decision-taking centres whether in SPLM after the death of Dr. Garang or in the National Congress Party. Many analysis had been carried about this issue? A: I do not think there was exclusion in any of the two parties. It is just that there were certain circumstances which led to absence of some elements which participated effectively in Naivasha, mainly for personal reasons. I do not think that there was any exclusion from one side or the other. For instance there were some elements which took part in the agreement but chose to keep away from work at the National Government level, both from SPLM and NCP, some of them had preferred to go into personal work. It is true that their presence might have been beneficial, but, still they are playing now quite a significant role in one position or another in implementing the CPA. That role could either be in the Petroleum Commission or in the National Committee assigned the follow up of executing the economic programme during the interim period. This means that they are actually present. Some are even present in the government on the side of NCP such as Deng Alor. They were both taking part in negotiations. Editor-in-Chief Q: Dr. Mansour, a whole year had passed now since signing the CPA was signed. Do you think it satisfied all sides? How do you regard those who agreed but were reserved about power and wealth ratios? A: This is useless talk. What was actually agreed upon is the viewpoints of the government and SPLM. So it there were elements among SPLM that think the ratios are not fair, that would not be of any use because the agreement had been signed. 6
