Re: رسالة مفتوحه إلى سلم*.. ماجدوى الحزب.. ؟؟! (Re: عدلان أحمد عبدالعزيز)

    Dear Adlan and All

I don't share your distress with this new development, which was announced (in Sudan's press) as far back as 2002 الحزب مستعد لملاقاة كل الأطراف السياسية بغرض تهيئة المناخ وإطلاق الحريات العامة -
I believe this was Yousif Hussain

I think it is time that the SCP starts to pursue a more independent and direct political line

Meeting the PNC and Ali Haag is crossing a relatively high psychological thresh hold that requires a communiqué detailing the purpose/expectations from such a dialogue along with the PNC's response - in my mind this how one gets a complete effective message across, which allows for accruing some leverage/flexibility in political posture - if there is any to made

The NDA's program/route is not going to be realized/pursued if the current political pieces fall into place - the Party must pursue other approaches and begin to rely on itself more, rather than an ill-defined collective. Relations with others in the field are one such step (enemies in a peaceful political arena do talk to each other - civil society). Making a determination as to who can be approached must be done directly and transparently

I believe that the Party has over invested itself in the NDA (I realize why) but once it became clear (quite a few years ago) that every one was making their deal and refused to work (effectively) under its banner - a fresher approach was required

If we expect to pursue civil political discourse, we are required to lower the degree of animosity in the field, without presuming to rehabilitate others or to forgo our own political positions. The Party has real political differences with every one who is not in its camp - these differences expand and contract depending on history and priorities. Moreover, with the NIF there is the question of violence, torture, and June 1989

No one is entering an alliance with the PNC, which is part of the political process. I understand that the goal was to explore ways to work through the political obstacles - what they need (in our opinion) to do …etc. Absent the capacity to change things on our own; the PNC will find its way back out of the cold - it is already "in" with the SPLM - getting them (PNC) to repudiate their previous actions and clearly commit themselves to democracy is about as good as it is going to get - politically. Moreover, it is better for the SCP to make its own determination (prepare its supporters accordingly) rather than to acquiesce and accept as it was forced to do on many other occasions

The criminal side of things is for the courts to adjudicate. Every one in Sudan was abused and victimized by their (NIF) behavior and it is our collective responsibility to make sure that they don't get away with it

The biggest question outstanding now relates to timing - why meet with the PNC now? This question should be answered publicly along with the other concerns

The other aspect of this debate here relates to the internal workings of the SCP. I believe I detected a tone of mistrust rather than disagreement with some of political decisions made by SCP's CC Secretariat, which can be understood within the dysfunction that surrounds CC work. If I have misinterpreted - I am open to correction

I believe there was always a leadership under capacity or problem throughout the Party's history - this is what is in need of very serious discussion. Organizations do not always fall down/apart because of opportunism or conspiracies - to the contrary irreparable schisms often develop with poor leadership. Festering disagreements/disenchantment along with personal ambitions can manifest themselves at very difficult times to cause great destruction as we saw with Mayo and after the Ingaz

In any well-led and well-managed organization, the leadership is not assumed to sell out - merely because it sat with the enemy, the possibility that - some believe it to be so is a great cause for concern

I think we must admit to certain painful truths and try to chart a path toward workable objectives and sustainable tactics

Obviously the shortest and best way to correcting the perception problem - is the convening of the 5th Congress as the first priority. This will go along way toward defining the Party's platform along with providing a built-in vetting mechanism, and does legitimize the ceremonial/executive function of the leadership (new)

The Party's current political line is in flux - aside from Dr. Kadoda's mediocre communications skills - the substance is lacking, because the Party is in transition, internally, NDA-wise as is the Sudan

The Party's capacity to act has diminished significantly (for reasons we all know well). Telling people that the ngaz is a corrupt murderous enterprise is not an effective substitute to providing real workable alternatives to how it can be brought to yield

Organizationally, the Party has done a very poor job of explaining itself to the public and in maintaining a modicum of discipline - it has missed the opportunity to be heard on several key issues effectively - this does tend to cause confusion and mistrust along with despair, particularly for those of us in the Diaspora. I think distances do distort perception in both directions

The Party remained exclusively wedded to the NDA-mechanism long after the faults were exposed: the 1994 Major Forces Declaration, The unilateralism of the SPLM and the Umma Party, The subtle exclusionary nuance behind the creation of the Military Command, and the very poor leadership of the Chairman, which culminated in the Jeddah agreement. Today the Party is effectively without a plan B and it is improvising

The Party is to be censured for failing to publicly expose these faults and/or their potential dangers. It bears some responsibility for not informing the public of how the NDA (inside and outside) was doing (exactly), which contributed to the general malaise felt by all - no one was minding the store - at least no one that had any grassroots credentials and/or respect - enough to lead and produce results for the alliance

I also believe, I hope I am not being too presumptuous, that we are all experiencing a certain degree of dissatisfaction that comes from the realization that the Sudan is dangerously close to imploding(despite the courageous face to the contrary). Frustrated too as we realize every one could have done more - it is indeed a heavy cross to bear

Does the Party have a purpose a reason for being? Absolutely!! However, along with that, it needs change and access to more resources. The old pursuits are outdated and quite ineffective in facing modern enemies who approach politics armed with resources, ruthlessness, discipline, and real planning/weapons

Dedication alone cannot commentate for a perpetual lack of capacity

    Sudan for all the Sudanese
