Doha Commission holds second meeting in Darfur

The Doha Document for Peace in Darfur (DDPD) Implementation Follow-up commission held it's second meeting in El Fasher, North Darfur.
The meeting was chaired by the Deputy Prime Minister of Qatar and attended by representatives of Canada, China, Egypt, Russia, United Kingdom, United States, African Union, European Union, Arab League and former AU-UN Joint Chief Mediator for Darfur, Djibril Bassole.
The Commission called on the Sudanese government to establish a Voluntary Return and Resettlement Commission and for the Darfur Regional Authority to begin working on it as soon as possible.

They stressed that rebel movements should negotiate a settlement with the Government.

They also stated the need for international cooperation and support for the DDPD, but said sole responsibility lies with the signatories.

However international support can only be utilized if 'freedom of access and movement is guaranteed for international development partners'.

The next meeting is to be scheduled for April 2012.

Kassab, Zalingei and Zam Zam IDP camps reject Doha agreement
The head of the hybrid AU/UN Mission in Darfur, Ibrahim Gambari held meetings and workshops with internally displaced people living in Kassab, Zalingei and Zam Zam camps in North Darfur to discuss support for the Doha agreement following the second Commission meeting,
Camp leaders and representatives refused the agreement complaining that it does not meet their requirements.
They said there could be no development without security on the ground and under the continuing violations, killings and arrests.

IDPs will only return to their villages if security is established, the militia are disarmed and expelled from villages.
Camp representatives also said the only court to try crimes committed in Darfur would be the International Criminal Court, rejecting the special court and role of special prosecutor set up in early January.
