Dear Sir:
With the great respect and humility Darfur Displaced people and Refugees Union writes you this letter to express its deep appreciation to the efforts exerted by you and your Joint Mediation Support Team to have a peaceful and amicable settlement for the conflict in the war ravaged region of
Darfur. Darfur Displaced People and Refugees Union is a legitimate body elected by a general conference attended by more than 370 delegates representing 56 IDP camps and all 13 refugees camps in
Eastern Tachad , in addition to youth , women , native administration and other civil society actors . The conference was held in July 2008 in Wadi Hawor of North Darfur State. The conference fully mandated the
Union to represent and speak on behalf of Darfur IDP and refugees in all local, regional and international forums, public rallies, embracing meetings and gatherings that attempt to resolve the problem of the region and to claim for their legitimate demands
Darfur Displaced People and Refugees Union convicts that there is no military solution to such intractable problem , so it welcomes every step that leads to the spread
of peace and the renunciation of the violence in the region . But at the same time it reiterates to all conflicting parties and mediators, that any attempt or deal that does not accommodate the legitimate rights of the IDP and refugees or forsaking them and focus only on bilateral solution, fire extinguishing and security tiding will end to nothing but the same farce and moribund “so called” Darfur Peace Agreement signed in Abuja in 2006, which acts to prolong the protracted wars in Darfur, that need not to be reprised again. Secure peace and stability can not be realized in the region to the extend that IDP and Refugees dismantle their camps voluntarily and return home, unless the values of equity and accountability been recognized and the environment of impunity ended in the region. In this Regards, it is a high time for all parties to recognize the existence of abuses and atrocities committed by the Government of National Conference Party against the Darfurians (a premise that was already conceded by the government) to the level that infuriated all people in the region. To surmount such intractable problem, first of all the government must apologize to the peoples of Darfur with clear and unequivocal words, and then all
parties involved
in the peace process grantee the fulfillment of the following requirements
:
(1)
-Indictment of all those who participated in complicity to
Commit serious crimes and atrocities against the defenseless
Civilians in the region
(2)-
Respect of all historic rights that govern the communal
Ownership of lands by tribes (Hwakir) and resettle the owners to
Their ancestral lands with the recognized historic, geographic
And administrative territories, after expelling all those
Foreigners whom the government of National Conference Party
Brought them to defend its regime. Such step must be followed
By immediate review of the procedures of issuance of nationality
Documents and measures of eligibility used during the period of
The conflict in the region.
(3)

Disarmament of the Janjaweed and all other proxy militia allied
with the Government of
National Conference Party who were
accused to be responsible for serious crimes committed in the
region .
(4)
-
To remove the injustice in soul- standing and bitter years of
lead, payment of
blood money
to the families of those whom
had been killed by Janjaweed, proxy militia ,government army
and by indiscriminate bombardment of the government air forces
is essential
(5)
- Compensation of all the
victims and war ravaged civilians of
Darfur region , both individually and collectively for their
material losses and moral suffering of war
plagues
(6)
- Compensation of the victims of
raping, injured and
disabled,
materially and
morally and reintegrate them in the community
(7)
- Compensation of the school teachers who volunteered to teach the
children of
Displaced people and Refugees under hard conditions
and with out having adequate remuneration, as well as other
categories of those who volunteered to serve the displaced and
refugees
(8)
- Construction of a house for each
family displaced or a
refugee of
Darfur people affected her home because of the war
in the region , such house should build with sold materials
and specified measures
(9)
- Provision of a lump some amount of money to every IDP and
Refugee family to assist them to kick-off
their lives after
their repatriation .
(10) - Provision of
training opportunities for sons and daughters of
Darfur waste education who had been deprived from education
during the war time.
(11) - Provision of employment opportunities for
Darfur people who
have been affected by the war and went out of production
(12) - Provision of free of charge educational and health care
services to all people of
Darfur and to exempt them from
tuition fees at all stages of study
(13) - Reconstruction and rehabilitation of Darfur Region
to create
A dignified means of life and to rebuild the villages and to
rehabilitate the essential public institutions such as
educational , health, water sources and electricity.
14) -
Allocation of specific proportion of the national revenues from
The federal budget to produce an affirmative action and to
improve the quality of the life in the region ,and to elevate
the region to the stage that reached by the relatively well-off
Sudanese Regions ,in addition to establishment of
a well paved
roads and railways to link the region with its cities and with
the national capital and neighboring countries .
(15) - Release of all detainees and prisoners of
Darfur region, who had
been convicted Because
of Darfur crisis
(16) - Refrain from any action that would impede the flow of
humanitarian aid to the region or to harm the people of Dafur.
(17) - Creation of an effective mechanism trusted by the displaced and
refugees to cater for their repatriation to their villages. with
out existence of such mechanism, any attempt to repatriate them
as if bringing them
to the risk of imminent death.
(18)

To ensure implementation of any agreement reached by
the conflicting parties and to avoid procrastination
and the loss of the rights of the displaced persons
and refugees , any peace accord agreed upon must be
safeguarded by implementation mechanisms and specific
time tables .
