Interview with Sudan's Pagan Amum: ”We are on course of the implementation of the CPA”

Early on Saturday New Sudan Vision reached the Sudan People's Liberation Movement's Secretary General, His Excellency Pagan Amum somewhere in Sudan. He speaks about the just ended crisis between his party and the NCP, the achievements and the dismissal of Aleu Ayieny Aleu and Telar Ring Deng from the Movement. The interviewer is Mading Ngor.

Question: The SPLM ministers are ending the boycott by returning to the GNU. What has been achieved as far as the key issues that inspired the move in the first place?

Answer: In the first place, I'm happy to inform you and inform your readers through you that the SPLM suspension of its ministers has given a good result. First of all, we have been able to achieve all the issues that we set as the minimum package for the return of the SPLM ministers to government with the exception of the issue of Abyei. Now the ministers of SPLM are returning to government on the 27th of December, 2007. First of all, with the achievement that all the Sudan Armed Forces (SAF) shall withdraw by the end of the year from the Southern Sudan especially from the oil areas and the JIU will take over.

Secondly, there is going to be established a system of transparency in the management of the oil sector. And for the first time the representatives of the Government of Southern Sudan shall participate in a management of the oil sector in the oil fields in knowing exactly how much is being produced. Also, Government of Southern Sudan representatives shall participate in the Marketing Committee which sells the oil produce of the Sudan.

Thirdly, there has been the funding of the Border Demarcation Committee, south-north border demarcation committee is fully funded . There was a delay now the funding has been availed.

And fifthly, the funding for the census has also been availed. This problem is resolved. The issue of the question is also resolved in the form of the census.

And sixthly, the process of the democratic transformation of the country will be going ahead with a clear agenda of reforming all the laws that are contradicting the constitution of the country. So all the [existing] laws that are not in conformity with the laws (of the constitution) are going to be repealed and we would be working together with all the political parties to achieve them, including the Electoral Law and [unclear]. Seventh, we are going to have a clear program of national reconciliation and healing -all these issues have been resolved, we have agreed and we have adopted a framework, timetable with the matrix of all these issues agreed to be implemented.

And on the issue of Abyei, the two parties have agreed to launch the matter with the presidency which will cease the matter, discussing it, until they find the solution. For us as SPLM our position is that the National Congress must accept to implement the ABC report as it has been agreed in the agreement. In total, we have achieved 90% of all what we have to get. Now we are on course of the implementation of the CPA and vigorously we’d be pursuing the full implementation as the SPLM team goes into the government.

On Aleu and Telar

Question: The former minister of state for interior Aleu Ayieny and former minister of justice Telar Ring claim the investigation committee that recommended to SPLM Chairman for the two to be ‘disciplined’ was unfair, arguing your own deputy Dr. Ann Itto chaired it. Your comments?

Answer: She should be seen as deputy member of Political Bureau and not as my personal deputy but as the deputy of the Secretary General and it has nothing to do with their positions, members of the committee. The two comrades have refused to appear before the panel of investigation and it was an investigation. They (Investigation Panel) proceeded to finish the investigations without them being there and made their recommendations to the Chairman who saw this as defiance to the authority of the SPLM in addition to their own violation of the Basic Rules. It was also indiscipline act against the authority of the Chairman, himself, who formed the committee. And he (Salva Kiir) proceeded to dismiss them based on their own behaviours and the fact that they have gone outside the SPLM sector and violated its basic rules and conducts. And so that is the decision by the Chairman and it is a legitimate decision by the Chairman. If they want to make any appeal on that they have the right to do it - that will be reviewed by the Political Bureau and the Political Bureau will come out with a decision.

In actual fact, the highest body of the SPLM which is the Interim National Council made the resolution and recommended to the Chairman to dismiss comrade Aleu Ayieny from the government and that is a resolution that is there and it was taken by majority of the members of the Interim National Council for what he has done.

Question: They say that the decision was taken by the Chairman and also they assert that the Chairman shouldn’t be the one to dismiss them but the Political Bureau.

Answer: It was the Chairman that appoint them in the first place to the Political Bureau. It was not the Political Bureau who appoint them, it was the Chairman who appoint them.

Question: Were they dismissed because they were defiant or they broke the laws of the party and how?

Answer: They violated the laws of the party and they were attempting to divide the Movement.

Question: By accusing Your Excellency of allegedly plotting a coup against Salva Kiir; was that one of the issues?

Answer: That is one of (the issues). The other one of (them) is that they have made unsubstantiated accusations of attempting to divide the Movement of presenting as if there are groups working against groups or a group working against the Chairman, which is not true there was nobody working against anybody. And they failed to come to the investigation but they were defiant and refused that. And that is what led to them- this is one. For the case of Aleu, Aleu has made statements that he has not submitted any report about the information he has about the alleged assassination of our late Chairman and he made very irresponsible statements, continue to make them against Uganda without bringing forward any substantiated evidents - including when the Political Bureau met he did not submit this information and he went saying it in the media.

Question: : He (Aleu) accuses you of blocking the investigation for the late Dr. John Garang.

Answer: How?

Question: He says you don’t want new investigation.

Answer - And did he raise this issue in the meetings or only in the media? Which meeting did he request for an investigation and in which meeting did he submit any report about his suspicions or about the information he has, which he uses as a basis to accuse Uganda?

Question: Is there anything else you would like to add?

Answer: No, I have nothing. First of all, comrade Aleu and Telar, having been members of SPLM, if they think they have any complaint or they would want to appeal, the structures of the SPLM are there and these structures will look into their appeal, and that is what I would say.

Question: Which brings me to the issue of Lam Akol; what is his status?

Answer: There has been an investigation about him and it is before the Chairman. The Chairman formed a committee and that the committee’s submitted to the Chairman.

Question: There are already reports that he is out of the SPLM.

No, there is nothing like that. The Chairman has not taken his decision yet. So we will wait until the Chairman effects the decision based on that report.
