SLM request to delay Libya talks by Tag Elkhazin,

This is a politically sensible and mature template in �content� but I am afraid not very much in �process� and structure. SLM needs to ask itself a few questions:

 

1-      Is it viable now? Can it fly? Is it doable? Who will support it?

2-      Who will support it among the Movements with political power and fire-power? Does Unity support it? JEM-Khalil? Abdelshafie? Arab Tribes and their Movements and solidarity groups?

3-      Can, at least, more than one �SLM� come on board?

4-      Why are the Sudanese Opposition Political Parties not copied? A declaration by the major parties supporting the document an pledging boycotting the elections will give steam to the document.

5-      One of SLM Nur�s dilemmas is that the original �think tank� of the �United SLM� before Haskanita has spread between your group (partly), Minni and Abul Gasim (Partly) and Abdelshafie (Mostly). Between the 3 of you: Ibrahim Ahmed and you and your group, Abdelshafie and his fire-power and Nur and his grassroots support you can form a formidable alliance that the international community will have to take notice of. Is that doable?

6-      Which Darfurian constituency will support a whole-of-Sudan solution and not a Darfur-specific solution-Now?  One of JEM�s problems was the whole-of-Sudan vision and they seem to be coming out of it now.

7-      Do you have a plan �B� in case this �national vision� does not fly? One that deals only with Darfur? Is self-determination an option? Libya is now working on a regional integration vision for that region (Libya, TChad, Darfur, Niger and liking Niger to Burkina Faso and Mali). Experts are working on that!

8-      You are objecting to Salem Salem and co and asking the AU to change them. Fair request. Salem is a jerk. At the same time you do not want to negotiate but rather remove the Government of Sudan, how are you reconciling those positions?

9-      So that your readers focus, may be one issue per news release will be more effective.

10-   There are issues that are not suited to news releases but to a research paper or a position paper. JEM are great at that. The master are the Sudanese Communist Party. Their templates may be useful to study.

 

Some observations

 

1-      The AU is not copied

2-      Eliasson is not copied

3-      Envoys of engaged nations are not copied

4-      The SPLM/A is not copied

5-      FCO UK are not copied

6-      Government of TChad is not copied

7-      Government of Libya is not copied

8-      The EC/EU are not copied at the proper level.

9-      The Government of Canada is not copied

 

The above and others are really holding the file 

 

10-   This is a project. You need a plan of action to go about it.

11-   Negotiations can start and finish without ceasefire. It is preferred to have one but not conditional. North and South Korea still do not have a formal cease fire.

12-   Your pre-requisites for negotiations are very sensible. If met will you negotiate? If yes, remove the whole-of-Sudan option. Put even the pre-requisites to per-negotiations.

13-   You may wish to split the Darfur issues from the whole-of-Sudan issues, although you seem to indicate they are intertwined, but they are separable. The whole of Darfur is separable from Sudan!
