    Al-Fadi Tambour, Al-Tayib Mohammed Daf’alla, Abdel Karim Araka Tibin, Al-Fadel Adam Mohammed Nurain, Abdel Mannan Abdel Mawla, Adam Abaker Hamed, Alyan Ali Mohammed, Harun Idris Hassan, Ibrahim Musa Ahmed, Mohammed Abdel Karim Abdallah and Mohammed Al-Hafez Ali, are being held at Nyala Security Centre, South Darfur, without charge or trial. The men have reportedly been tortured or ill-treated and concerns remain for their safety. Abdallah Yusuf Mohammed Abdallah and Ali Mansour Hasaballah are also being detained without charge or trial and are at risk of torture and ill-treatment however it is not known where they are being held. All the men are reportedly being held on suspicion of involvement with the Sudan Liberation Army (SLA).

    Scores of detainees arrested in connection with the conflict in Darfur remain in detention, often incommunicado, in Darfur and other parts of Sudan and are at risk of torture and ill-treatment. These detainees are being held prisons and detention centres in Darfur and in other parts of Sudan despite an agreement to free all detainees linked to the conflict which was part of the ceasefire agreement signed on 8 April 2004.

    BACKGROUND INFORMATION
    Conflict in Darfur has intensified since February 2003 when the SLA and later the Justice and Equality Movement (JEM) took up arms against the government. They complained about lack of government protection for agricultural ethnic groups from attacks by nomad militias and the marginalisation and underdevelopment of the region. The Sudan government then gave free rein to the nomadic militias known as the Janjawid to attack the villages of the mainly agricultural ethnic groups, such as the Fur, Masalit and Zaghawa. The Janjawid are now supported and funded by the government; they wear uniform and continue to attack, kill, rape and abduct civilians. About a million people have fled from their burnt villages and have taken refuge in towns in Darfur, while more than 110,000 have crossed the border into Chad.

    Under a ceasefire agreement which came into effect on 11 April, the Sudan Government agreed to release all detainees held in connection with the conflict. However, dozens still remain in detention and arrests continue to take place.

    RECOMMENDED ACTION: Please send appeals to arrive as quickly as possible, in Arabic, English or your own language:
    - expressing grave concern for the safety of Al-Fadi Tambour, Al-Tayib Mohammed Daf’alla, Abdel Karim Araka Tibin, Al-Fadel Adam Mohammed Nurain, Abdel Mannan Abdel Mawla, Adam Abaker Hamed, Alyan Ali Mohammed, Harun Idris Hassan, Ibrahim Musa Ahmed, Mohammed Abdel Karim Abdallah, Mohammed Al-Hafez Ali, who remain in detention in Nyala Security Centre and of Abdallah Yusuf Mohammed Abdallah and Ali Mansour Hasaballah whose whereabouts are unknown;
    - calling on the government to reveal the whereabouts of Abdallah Yusuf Mohammed Abdallah or Ali Mansour Hasaballah;
    - calling on the government to ensure that all arrested are treated humanely and allowed prompt access to lawyers and family;
    - calling on the government to also abide by its commitments under Article 9 of the International Covenant on Civil and Political Rights (ICCPR) and either charge the detainees with a recognizably criminal offence and bring them to justice in accordance with international standards for fair trials, or release them immediately;
    - calling on the government to publicly condemn all incidents of torture in detention centres in Sudan;
    - calling on the government to investigate allegations of torture in detention centres in Darfur and to ensure that those responsible are arrested and brought to justice in accordance with international standards of fair trial.
