On Resolution 1591
The spokesperson of the United Nations Mission in Sudan (UNAMIS), Radhia Achouri, stated yesterday that the names of the individuals who are to be sanctioned are yet to be identified.
Achouri emphasized that the list will be established by the sanction committee established by the Security Council with the assistance of the panel of experts.
“Within 30 days from the adoption of the resolution, the UN Secretary General is expected to have established a four men panel of experts”. Achouri added that “this panel will work together with the sanction committee and will establish a list later”.
Achouri stated that the individuals who are banned from traveling and whose assets are frozen for impeding the peace process and for violating human rights are different from the 51 suspects whose names were identified by the commission of inquiry. “The names submitted by the commission of inquiry are still sealed.
She said the Council decided that the measures would be effective 30 days from the adoption date, unless the Council determines that the parties have complied with all the commitments and demands set out by the previous resolution.
Achouri emphasized that any bridging of international laws by any individual should be accounted for. “Those who bridge the international human rights laws are responsible, and they have to account for that”. Achouri repeated.
Reacting on the criticism by the British parliament that the UN had under estimated the death toll in Darfur, Achouri emphasized that the UN had conducted a scientific survey on counting the death toll.
Achouri admitted that the samples taken and studied by WHO had not covered the whole of Darfur region. She insisted there was not underestimation of the figures. Achouri stated that the Security Council had voted and adopted individual sanctions and arm embargo on Sudan by 12 members in favor with three abstentions. (Algeria, China and Russia).
“The four-member panel of experts will be based in Addis Ababa and will assist the committee in monitoring the implementation of the measures”, Achouri concluded.
