Ethiopian and Eritreans; this is suspicious!”*
and#9702; Pamela is a person with unique character, kind, down to earth,
genuine, supportive to every and each person who knocks her door regardless
of colour, race, nationality, religion, passionate and compassionate about
everything she does. She values people and finds each and every one
interesting in their own right irrespective of their social or economic
status.
• *“She said that Nafeer (youth civil society movement responding
to the 2013 flood crises) did a better job during the floods than the
government; this is interference in national affairs. She supported Nafeer.
A UNFPA article on the website mentioned that Nafeer did a good job and
local authorities were “incapacitated”. Why did she support Nafeer whose
motto is “fill the gap and do what needs to be done”; this is an insulting
and provocative motto.”*
and#9702; A significant number of UN agencies, Civil Society, Embassies,
Private sector and other actors provided support to Nafeer in terms of
financial and in-kind contributions in an attempt to provide timely flood
response to affected Sudanese Communities. When government complained about
the article on UNFPA’s website, UNFPA immediately removed the article and
sent an official note verbal apologizing for using the word “incapacitated”
in the article. The true statement is as follows:
*“Visiting Nafeer center of operations is the most energizing experience
you can imagine. Young people have organized themselves in a remarkable way
– the place is a buzz of activity and positive spirit and cooperation.
Communications team, inventory team, finance team, assessment team, people
sorting and packing relief supplies, organizing data on the damage. A
whirlwind of activity”, *said Pamela Delargy, UNFPA Sudan Representative,
after her visit to Nafeer, *“I am proud to support Nafeer’s young people
and also that so many of our UNFPA Sudan staff are volunteering [at
Nafeer]”*
• *She said ”funds were provided for the government to do
preparedness for the floods and other disasters and if it was used well,
the current flood disaster would not be as bad as it is”.*
and#9702; This is an allegation which is not correct and Pamela Delargy
never made such a statement.
• * “She posted a CNN article on her Facebook account. The article
said that the number of deaths during the October demonstrations in
Khartoum was more than the government had announced. Thus, by posting this
she accused the government of lying and portraying wrong information about
the clashes. She also wrote that she prayed for people who lost their lives
during that period.” *
and#9702; She re-posted a CNN public article accessible to everyone on the
internet on her private facebook account. She expressed her sympathy with
the Sudanese community and all those who had lost their lives. Can this be
considered “interference in government internal politics and affairs”?.
• *“She periodically goes to West Darfur, Kassala, and Damazine;
these are all conflict zones why does she go there so often? What does she
do there? She has contact with antigovernment people there.”*
and#9702; The mentioned states are programmatic focus states for UNFPA and
most of the UN agencies based on government directives, statistics, poor
health indicators and humanitarian needs. There is nothing wrong with the
Head of a UN Agency visiting any of the states that are actually supported
by the programme in areas such as training of village midwifes, providing
safe delivery and other health services.
• *“She posts sensitive news highlights on Sudan and Horn of
Africa twitter and sends them to antigovernment youth groups.”*
and#9702; Twitter is a public website that is accessible to everyone who
wants to read it. We encourage you to go and read the News.
• *“She is trying to replace UNFPA Muslim international staff with
Christian international staff”;*
and#9702; The UNFPA international staff recruitment process is managed
through its Head Quarters in New York with a minimum engagement of the
office in Sudan. Staff are recruited on the basis of their technical skills
and experience irrespective of their national, ethnic or religious
affiliation. Christians will be posted in Islamic countries just as much as
Muslims will be posted in countries where Islam is not the predominant
religion. During Pamela’s posting in Sudan, she supported the
nationalization of many international posts. The UN respects diversity and
religion is not one of the recruitment criteria.
• *“She is associated with Eritrean and Ethiopian community in an
“abnormal” way and has relations ranging from barber to Ambassador.”*
and#9702; Pamela was also UNFPA Representative in Eritrea and has extended
relations which is completely legitimate and justifiable. She values
people and finds each and every one interesting in their own right
irrespective of their social or economic status which is one of the main
reasons why so many Sudanese deeply appreciate her for her humanity and
generosity.
• *“She was in Sudan in the 80s working with USAID. Why did she
come back to Sudan now? This is suspicious. She was arrested and in prison
during the Nimeiri regime; she was arrested in Omdurman with some
Ethiopians doing secret research there. She was involved in the airlift of
the Ethiopian Jews (Falasha) to Israel during Nimeiris regime. She is too
interested in working with nomads. Why this interest?’”*
and#9702; It is not correct that Pam was ever arrested. Pamela is a
demographer and joined her sociologist husband, who was working in Khartoum
in the 80ies. During her time in Sudan she conducted her PHD research and
worked closely with the National Population Council, a government body, on
projects on migration and nomads and published various articles on
population and environment which was completely legitimate and justifiable.
She came back to Sudan repeatedly over the past 20 years. This includes
missions while she worked as the Chief of UNFPA’s Humanitarian Response
Branch, and later when she was offered the position of UNFPA Representative
in Sudan. It only shows Pamela’s deep connection to Sudan and her
appreciation for the country and its people.
• *“She has many Sudanese friends who are in the opposition.”*
and#9702; Pamela was here in the 80s and has extended relations with many
Sudanese intellectuals. She has many friends – old and new – from all
groups that she does not abandon long social ties just because people are
no longer in power. However, she does not get involved in politics at all.
• *“She met with “anti-government” leaders such as Yousef Alkoda
and Sadiq ElMahdi and has secret meetings with them in her office.” *
and#9702; Pamela never met Yousef Alkoda. She attended panel discussions
on health that were organized by the Ministry of Health. Sadiq ElMahdi
attended the same panel discussions.
Pamela had very good relations with Government at state and federal levels
and many people were trying to stop the personal campaign against her. In
the past 3 years, when Pam was posted here, UNFPA and Pam as the
representative, were well recognized and appreciated by so many and there
is an office full of plaques expressing partners’ appreciation for UNFPA
and Pam. Over these past 3 years, Pam had managed to mobilize over USD 25
million for programmes to save mothers’ lives and improve the well-being of
Sudanese women and girls.
We do not have the facts since nothing was ever communicated in writing to
Pamela. However, it is very clear that the real underlying issue is
personal revenge by a former UNFPA staff member whose services was no
longer needed. This staff member managed to work his way up in the system
and escalate what was initially a small personal issue into something big.
He did not hesitate to undermine Pam’s personal and professional integrity
and damage her reputation. This person and the allies he found along the
way, did not hesitate to sacrifice an excellent and well appreciated UN
Head of Agency over his own bitterness. The remaining questions is who will
pay the ultimate price? Pamela for having been expelled from a country that
she deeply loves and cares for or Sudan and its people who have lost a
.genuine and sincere advocate for the well-being of all Sudanese
