White House to decide if Egyptian act was a 'coup'

WASHINGTON -- The White House is reviewing whether last week's removal of Egyptian President Mohammed Morsi constituted "a coup" -- a decision that will affect billions in U.S. aid to the embattled nation.

"This is a complex and difficult issue, with significant consequences," said White House spokesman Jay Carney on Monday.
Sen. John McCain, R-Ariz., and other lawmakers said what happened in Egypt last week was clearly a coup, as the military removed and detained a democratically elected Morsi, established an interim government and called for new elections.
They have called for suspension of aid, if only to pressure the Egyptian military to follow through on its promise to hold new elections as quickly as possible. "If millions of Egyptians come to believe that democracy offers them no opportunity to advance their goals peacefully, it will only fuel violence and extremism," McCain said.
U.S. law forbids aid to countries where an elected official is deposed by a military coup. The United States supplies about $1.5 billion in annual aid to Egypt, much of it to the military.
Carney said that cutting off aid to Egypt right away wouldn't be in anybody's best interest. He also said the administration "will review our obligations and requirements under the law, and we will consult with Congress" as it reviews the incidents last week in Cairo.
The White House spokesman noted that many Egyptian citizens do not believe that the actions constituted a coup. Many protesters said they back the military and that it intervened against an increasingly authoritarian government.
The issue is "highly charged for tens of millions of Egyptians who have differing views about what happened," Carney said, calling it "an extremely polarized situation."
Protesters in Egypt have also taken up the coup question. Said one sign: "Dear Mr. Obama, Not A Coup But A Rise 4 Freedom." Other signs have accused the administration of backing "terrorists," in some cases an apparent reference to the military.
The U.S. decision on whether to declare a coup will be "based on the time-line that is in the best interests of a democratic transition in Egypt, that is consistent with our legal requirements and our national security interest," Carney said.
Speaking just hours after more than 50 people reportedly died in clashes between the military and pro-Morsi demonstrators, Carney said "we strongly condemn any violence, as well as any incitement to violence."
As White House officials have done throughout the past week, Carney sought to walk a fine line between critics and supporters of Morsi and the military, saying the U.S. is not taking any sides in their dispute. He said decisions about the government in Egypt should be made by the Egyptians themselves.
The Egyptian military should exhibit "maximum restraint responding to protesters," Carney said, but he also condemned "the explicit calls to violence made by the Muslim Brotherhood."
Said Carney: "We call on all parties to exercise restraint."
The United States' goal is to restore a democratically elected government, Carney said.
When asked if that specifically means the restoration of the Morsi government, he replied: "We are calling for a return to democratic governance."Sen.
