Actually this issue of the Ethiopian Dam is not a newly born project...it has been on the table of discussion within the COM in Entebbe, Addis, Kigali, Khartoum, Cairo, as well as in premises of the other 11 riparian states, in addition to the international stakeholders involved in the NBI The 1929 AND 1959 TREATIES are surpassed by the Entebbe Agreement which will turn legally binding and international recognized after the signature of one member, probably South Sudan....all that sound principles are mentioned in that Cooperation framework agreement. Therefore, cooperation and sustainable development are core principles embedded in the agreement which is also undertaking further ratification following the independence of South Sudan and its programme to build its Hydropower plants. Concerning the environmental sustainability, social equity and economic viability and universal justice, it is needed by all the riparian states, regardless of their geographic location within the Nile Basin ad beyond. All that countries have huge challenges of food and nutrition security, climate change adaptation and mitigation to address, energy security to ensure development and progressive infrastructural constructions….so the issue is not only Sudanese or Egyptian affairs….and I do not think that the Ethiopian had had a say when Egypt erected its Aswan High Dam, nor the Merowe Dam, nor the recent intervention on the Rosaries Dam… The Arab countries and their African allies are securing their food from the Sudanese Lands and water and living the misery to the locals and indigenous people, it is time that they do pay for that in fair and just price and stop their egoism. Egypt has witnessed tangible political transformation, and currently administered by Ideological leadership, which render and put it in the failure pathway….and above all Sudan is undergoing radical transformation, I doubt that it can have a say, considering it as a fragile, failing and fragmenting state. Therefore, it will be hard to find that solid and consistent Sudanese Position. They current Sudanese government is considering the situation in a business framework being led by traders (of religion above all). The absence of democracy and above all participatory democracy…will not give a chance to visionary figures to participate and provide their possible contributions….the dictatorial regimes are designed to achieve the immense possible damage to its populations, and that is our Sudanese case…. Your theoretical point to engage Sudan in the management of the Dam (officiousness), is unrealistic and enters in the sphere of the meddling or interference in Domestic Affairs of Sovereign State….and that will not be possible according to the Sovereignty principle. It is true that the Hydropower is cheap and above all environmentally renewable and clean power, but that is Ethiopian wealth, it is good that the Ethiopian reach their energetic auto sufficiency before they think in the exportation to Sudan or neighbouring countries….not to repeat what Sudan is doing, for instance exporting its natural resources and above all the animal resources and causing sufferings to its local people. Concerning the Technical Studies, it is Ethiopian domestic affairs, but according to the international principles of transparency and accountability, it can be examined by third and neutral panel of experts. The Project has been approved and awarded to Italian International contractor, and the contracting has assured that there is no risk of collapse of the Dam, according to their simulations and studies…which are not merely Italians. Unfortunately, the Sudanese and Egyptians are not transparent with their people, how do they dream the others to show them their affairs…especially if the other is menacing them. Sudan has declared that it will have Energy auto sufficiency after the construction of Merowe and Rosaries Dam, so now why it need the Ethiopian Energy….Ethiopian are not interfering in its decision to there three coming Dams (Dal and Kajbar Dam). And the Management of Dinder Natural Park, will be competence of Blue Nile State, not Even the Sudan, given that Blue Nile is currently fighting for its Liberation from Khartoum dominance. The current irrigation system practiced in Gezira and other agricultural schemes is wasting huge magnitude of water….it will be better that this system be improved and better managed following scientifically approved and improved systems….for example Israel has good knowledge and experience in that, but Sudan and Egypt apparently do not want to collaborate with it. So we need to address and change that wasted water resources into beneficial input…. The last point of the waste and sewerage discharge in the River as well as to the underground water is also of high importance and global concern….because at the end of the day, the Nile Discharge in the Mediterranean Sea… This is a limited and personal vision, which can be right or wrong.
