    Background:
    VSE- Germany is an international NGO providing humanitarian aid and development assistant to pastoralists and vulnerable communities areas where livestock is of importance. Its provides support in animal health, agriculture, marketing, food safety and also in developing capacities of communities and government institutions in conflict areas we work in initiating peace and conflict resolution. We are looking for competent person as follows:

    Position: Office Manager
    Location: Khartoum, Sudan Head Office
    Duration: One year (renewable)
    Reports to: Country Program Manager/ Country Director.
    Gross Salary: 4049 SDG

    Job duties and responsibilities:
    -To provide managerial assistance to Country Directors office and Khartoum Sudan Head office.
    - Oversee internal office discipline and management.
    - Responsible for the day to day administration
    - Supervises and coordinates HR Issues.
    - Advises the Country Program Manager/CD on all matters relating to Security.
    - Provides Security of Premises and properties including resources.
    - Keeps abreast of Security developments in the field.
    - Conducts and inducts Safety/Security briefing tot Sudanese Staff and Expat Staff.
    - Responsible for ensuring all Radio communications (HF, VHF, Thuraya etc> works properly across the program.
    - Collaborates with Project Managers for Security needs related to logistics and Procurements.
    - Supervises correspondence and drafts official reports, letters and documents.
    - Provides assistance to other departments.
    - Provides admin/logistic support to Head Office and field offices in coordination with others.
    - Supervises Logistics and Procurements
    - Provides IT support as requested.
    - Responsibility of office petty cash.
    - Provides timely payment of monthly bills, rents and other dues.
    - Liaises and communicates effectively with HAG, INGOS, National partners etc.
    - Administers and performs all public relations and reflects the good image at VSF-Germany.
    - Makes sure that office and guest house supplies are met punctually.
    - Receives and accommodates VSF Germany’s international staff.
    - Ensures and develops proper documentation and filing system.
    - Prepares for meetings, workshops etc and takes minutes.
    - Ensures goods and equipment are safely delivered to field.
    - Maintains timely travel arrangements and accommodation of staff.
    - Ensures all kinds of repair and maintenance work Is taken place in time.
    - Maintains lease agreement files and monitors contract’s expiry dates and insurance.
    - Orients and brief s expats.
    - Manages visas, travel permits, accommodation and travel arrangements of expat and national staff.
    - Manages vehicles and provide maintenance.
    - Responsible for fuel issuance.
    - Provides regular reports to CPM or CD.
    - Any other assignments as requested by the CD or CPM.
    -BSc in social studies or management.
    -At least one year INGOs experience or similar administrative responsibility.

    Skills and competencies:
    -High computer skills.
    -Effective organizational and communication skills.
    -Security and Safety background.
    -Command of English (speaking and writing) and Arabic.
    -Ability to work in multicultural environment.
    -Ability to write reports.

    Position: HR Officer
    Location: Khartoum Sudan Head Office with frequent visits to field locations
    Duration: One year (renewable)
    Reports to: Office Manager
    Gross Salary: 2704 SDG
    Job Duties and Responsibilities
    1 - Administration of human resources functions:
    - Implementation of HR manual.
    - Maintains updated leave records of all staff.
    - Ensures proper documentation and procedure followed for all staff transactions such as appointments, confirmation, promotion, tran8ter, reassignment, separation, etc.
    - Maintains all personnel correspondence.
    - Assist project team in budget preparation.
    2- Staff Recruitment and Contracts:
    • Coordinates recruitment process as per HR recruitment policy and procedure and communicate effectively with HAC & Labour Office to obtain recruitment approvals.
    • In consultation with Country Program Manager or CD, advertise all existing vacancies.
    • Works closely with HAG in preparing interview schedules.
    • Prepares and sends invitation letter for written test and oral interviews as per schedules to the shortlisted candidates.
    • Prepares Contracts for employees in accordance with the HR policy and administer an et-
    • fective system for the follow-up of contracts duration and renewals.
    • Follow-up probation periods of staff and timely confirmation/non-confirmation within stipulated period.
    3- Staff Orientation and Development:
    Organize and implement staff orientation sessions for the newly hired employees in Khartoum.
    • Ensures updated participant list and send invitation letters to participants for the orientation.
    • Prepares the orientation schedule. • Assist Sub/Field Offices to implement staff orientation sessions when necessary.
    • Collects and compiles staff development training plan and budget from project and dept. in Khartoum at the beginning of the fiscal year.
    • Monitors implementation of annual training plan and submit progress report Manager.
    • Organizes periodical assessment and evaluation of stall development activities.

    4- Staff Payroll:
    •Coordinates with project and finance to ensure all payroll entries are up-to-date.
    •Ensures proper monitoring of payroll system and review individual payroll reports with supportive documents.
    •Coordinates with finance dept. to ensure accurate payroll functions with supportive documen

    5- Performance Management system:
    •Conducts sessions on performance management and annual appraisals to update employee the system.
    • Receives annual appraisals from all projects, departments, and compile ratings for annual m increment.
    • Prepares merit increment list for approval from Country Program Director
    •Ensures salary adjustment is reflected properly In payroll.

    1- HR Information system:
    •Operates HR database. Records and enters newly recruited employees personnel related da the system.
    •Assigns employee ID number to new employees.
    •Updates data in the database on employees personnel changes including staff promotion, In separation, re-assignment and salary changes.
    • Makes entry of performance rating and printout increment letters and summary list.
    •Generates monthly reports from the database as per requirement.

    2- Liaison Functions:
    Liaise with HAC and labour office.

    3- Any other assignment:
    • Performs any other assignment as required by HR functions or Mission Management.

    Qualification
    Bsc. or similar grade in HR, Business Administration or any related field.

    Experience
    Three to five years working experience in INGOs.

    Skills & Competencies
    Good communication skills.
    Good computer skills - Word processing, Excel, spread sheet etc.
    Report writing skills.
    Command of English (Speaking and Writing) and Arabic.

    Job Duties and Responsibilities
    - The CPM is the second most senior VSF-Germany staff member at country level. In close partnership with the Country Director, She/he is responsible for the coordination of Operational a Program aspects. This includes the direct management of

    Operational Aspects:
    • Manages national human resources Manages VSF-Germany assets and properties
    • Adheres to compliance with National regulations Compliance with VSF-Germany protection policies, safety and security codes of con ducts

    ii- Program Aspects:
    •Projects follow up and management
    •Coordination of internal and external reporting and communication. •Coordinating appraisal, monitoring and evaluation.
    - The CPM works under the close supervision of the Country Director.
    - She/he is responsible for management and tracking of overall implementation of the planned
    project activities in the field.
    - Ensures donors and in country compliance as well as preparing timely reports as required
    - Provides technical and managerial support to improve program quality in line with VSF-Germany programming principles and donors requirement
    - Ensures timely implementation of activities.
    - Ensures proper financial management and reporting on the project budget, in compliance with VSF-Germany and donors requirement.
    - Ensures VSF-Germany and donors requirements are met throughout the project life cycle.
    - Coordinates activities with partners and counterparts.
    - Ensures documentation for sharing lessons learnt from the programme.
    - Builds the capacities of local partners to enable them complete for and Implement sub-grants for livestock and food security programming.
    - Submits monthly comprehensively activities report for the project support proposal development -‘
    - Plays a leading role in the development of advocacy and Publicity for the project
    - Tracks budget expenditures and line item spending with the finance department staff
    - Avoids under spending nor/over spending and notify CD 4
    - Ensures project resources are allocated for effective and efficient implementation of project activities only
    - Ensures preparations and finalization of reports for donors and stakeholders on regular basis
    - Drafting technical agreements in collaboration with others
    - Document beneficiary success stories, activity process and approaches for learning purposes and share the learning with the project staff, partners etc.
    - Ensures the learning from the programme contributes to VSF-Germany governance and society Strengthening.
    - Represents Country Director in relevant sector coordination meetings
    - Establish and maintains positive relationship with government, INGOs and local NGOS, local partners and stakeholders
    - In coordination with the Project Manager and staff develop a detailed work plan for the project and ensure outputs enforce and strengthen project cycle management.

    Qualifications
    MA in Veterinary Medicine, Animal Production or Agriculture.

    Experience
    At least three years of experience as Programme Manager or Programme Coordinator, preferably INGOs or five years as project Manager in INGOs.

    Position: Project Manager
    Location: South Kordufan
    Duration: One year (renewable)
    Reports to: Country Program Manager
    Supervises: Project Staff including Project Officer(s)
    Gross Salary: 4114 SDG
    Job Duties and Responsibilities
    - Overall management and coordination of VSF-G project activities in South Kordofan.
    - To support the production and implementation of community level development plans by partner organization(s) in the field.
    - Supporting and coordinating partner organizations to support the community organizations.
    - Ensures that the partners observe the minimum required standards in programming and financial management.
    - Ensures the VSF-Germany positive image is observed at all times by the staff in their behavior.
    - Management, supervision, appraisal of staff and identify their training needs.
    - Initiates or participates in the development and revision of training materials that meet partners/community organizations specific needs.
    - To track project progress and make necessary changes In coordination with the Country Program Manager.
    - To identify and develop, where appropriate, new project ideas and strategic opportunities that could be raised as proposals for new work.

    Financial and Asset Control:
    - To administer the project’s budget and expenditures and ensure that financial reports are submitted to the Country Program Manager on time.
    - To take responsibility of all assets assigned to the project and their upkeep in good condition

    Monitoring and Evaluation:
    - To systematize the successful development of project monitoring procedures both for and the projects beneficiaries and staff.
    - To oversee the successful completion of base line surveys, impact assessment, and project evaluation where appropriate.
    - To contribute to and oversee the successful preparation of relevant articles, publications, videos or radio interviews in order to promote and disseminate the projects experiences and learning.

    Representation:
    - To establish and maintain regular contacts and liaise with local authorities (INGO5 and National NGOs).
    - To represent VSF-Germany in formal meetings.

    Others:
    Any other duties as requested by the Country Program Manager.

    Qualification:
    Bsc in Veterinary Medicine, Animal Production, Agriculture, and or any other related field.

    Experience:
    3 - 5 years as Project Manager preferably in INGO8.

    SkiIIs & Competencies:
    - Knowledge of Socio-Economics, Socio-Anthropology or proven ability ،n participatory methods.
    - Knowledge of policy influences and institutional practices.
    - Good leadership skills.
    - Good reporting skills.
    - Good computer skills.
    - Good Command of English and Arabic (writيng and speaking).
    - Knowledge of Project Cycle Management.
    - Proposai writing skills.
