SOAT Press Release: 18 November 2003 Al Ayam newspaper ordered to suspend publication
The state prosecutor for the Crimes against the State Office ordered, 16 November, Al Ayam newspaper to halt publication immediately following a complaint made against it by the National Security Agency (NSA). The NSA has accused the newspaper of 'endangering the country's security, stability and religious and social cohesion'.
The director of the public information office of the NSA did not comment on the order but stated that ' the NSA’s main priority, while following the correct judicial procedures, is to protect the state’s interests and protect its citizens from defamation and offence caused by irresponsible reporting'.
Al-Ayam chief editor Mahjoub Mohamed Salih stated that the newspaper was not informed of the decision until Monday's edition was seized at the printing works. This has caused the newspaper substantial financial loss. In an interview Mahjoub Mohamed Salih, editor-in-chief of Al Ayam told Reporter without Borders that “this step clearly shows the determination to sink the newspaper financially; otherwise the management would have been informed before going to press.”
Background
The press’s freedom of _expression has been restricted on a number of occasions. The NSA has previously deployed this tactic of accusing a newspaper of acting against the state to halt the dissemination of information. For example, in September 2003 the Alwan newspaper was suspended by the Crimes against the State Office following NSA accusations that it spread deceptive information regarding government senior officials, the peace process and the unity of the country. Also, Nhial Bol the former managing editor of Khartoum Monitor, Sudan’s only English language newspaper, had been forced to flee Sudan, 12 November, because of alleged threats by the NSA against his life. The Khartoum Monitor has been closed down by the NSA on four separate occasions in 2003.
President Omer Al Bashir officially ended press censorship in August 2003. However, the NSA has continued to impose restrictions on the media. Senior NSA officers have expressed their dissatisfaction with the presidential decree by continuing to restrict the media’s freedom of _expression.
SOAT condemns the continuing restrictions on freedom of _expression and urges the Government of Sudan to:
Compensate Al Ayam for loss of revenue caused by the arbitrary seizure of issues.
End restrictions on freedom of the press, and allow full and open reporting of, and comment upon the current peace negotiations.
Guarantee the respect of human rights and fundamental freedoms throughout the country in accordance with national laws and international human rights laws and standards.
