Pan-Africa Leadership Summit for Women signed Apeal for Peace in Sudan and Africa

    Pan-Africa Leadership for women and girls, held in Cap Twon from 14th-19th January 2007
    This conference discussed all the problem that are faced women in Africa, learing the lessons of AfRICAN Countries. The lessons learnt form Rwanda, must be taken in the situation of Sudan and Somalia.

    The participants are concerned about the Comperhensive Peace Agreement(CPA) and Darfur Peace Agreement(DCA), around 250 women form Africa, others form USA, Russia, China and Ireland

    APPEAL FOR PEACE

    Date: 19 /01/2007


    We the women and girls form over 50 countries attending the Vital Voices of Africa Leadership Summit for Women and Girls form 14th-19th January 2007 in Cape Town, South Africa do support the full implementation of the Comprehensive Peace Agreement (CPA), Darfur Peace Agreement (DPA) in the Sudan and encourage the Government of Southern Sudan (GOSS) to continue mediating in the on going Ugandan Peace negotiation Process Between the Government of Uganda (GOU) and the Lords Resistance Army (LRA) to commit to peace and to arrive at a comprehensive Peace Agreement for Uganda

    We recognize and appreciate the Central role of the Inter Governmental Agency for Development (IGAD) and the international community in contributing to the peaceful resolution and ending the civil war in Sudan. But we are concerned that it is too early to leave the parties to begin implementation without close monitoring of the parties by IGAD and other countries.

    Aware that the parties to the Comprehensive Peace Agreement signed a very important Protocol the Abyei Area Protocol which to date remains unimplemented; we request the p arties to begin the implementation of the Abyei Protocol.

    Determined to put an end to impunity we call upon the UN Security Council to expedite the process of disarming the militia to stop committing atrocities, crime of genocide, crimes of aggression, war crimes and crimes against humanity especially women and children.

    We reaffirm the Purposes and principles in accordance Security Council Resolution 1325 (2000) on Women, Peace and Security which focuses both on the protection of women during violent conflict and its aftermath and the participation of women in peace processes and their subsequent implementation and further to the significance of other International and Regional instruments within Africa namely: the Protocol to the Africa Charter on Human and People’s Rights on the Right of Women in Africa (2003) and the African Union Solemn Declaration on Gender Equity (2004).

    There needs to be great priority given to avoiding gender-based violence and to have safe spaces in the camps fir women and girls who have been abused.

    We call for zero tolerance to gender-based violence in the camps. We believe this is important because women and girls bear the biggest burden.

    Recalling that it is the duty and responsibility of State parties to protect and deliver justice, we demand that rape be treated as a war crime against humanity and that crimes of aggression against women and girls be punishable and enforceable under International and national jurisdiction.

    Emphasizing the importance of using peaceful means in resolving disputes and concerned about the impact of war on future generations, especially women and children, we also call upon all parties and Government to ensure peaceful means and careful handling of the Somali question to avoid spill over into other neighboring countries. To that end we implore the Transitional Federal Government and all concerned to arrive at a permanent resolution.

    Affirming other existing initiatives for Peace within the continent and Africa region and realizing that women and girls bear the biggest burden of war and that wars prevent women and children form living a dignified life, the women request the of State to refrain at all times form acts and aggression of ear so as to use resources otherwise used in wars for humanitarian purposes and financing other worth while causes and development agendas within the continent.
