Professor Mamdani criticizes the call for international intervention in Darfur

The American call for military intervention in Darfur is based on an ideological simplification of political realities. That says the African anthropologist Mahmood Mamdani. "In Irak we have seen what can be the result."
Three months a year, Mamdani lives in his country of origin Uganda and every time he returns to New York he is perplexed. "The Americans are badly in trouble in Irak, so one would expect them to be upset about that. But no, the Americans are worried about what happens in Darfur."
The anthropology professor at Colombia University in New York last year published his perspective on Darfur in a controversial article in the London Review of Books. The Dutch Prince Claus Fund and the Institute for the Study of Islam in the Modern World (ISIM) invited him to tell his story in the Netherlands, which is still in doubt about its possible contribution to an international peacekeeping mission in Darfur.

The American 'Save Darfur' movement, Mamdani sets out explaining, is an enormous success. It is the most successful campaign since the anti-war mobilization of the 1970s. But mind you, he says, this is not a peace movement; it is a movement for war. 'Out of Irak, into Darfur!' is one of their slogans. "They want a military intervention. Soldiers with a mandate to shoot and kill."
According to Mamdani, the Save Darfur movement is based on a distorted image of what is really going on in Darfur. The website of the movement, he says, is a 'pornography of violence', without any reference to history, politics or whatsoever context. The crisis in Darfur is pictured as a racial conflict between murdering and raping Arabs supported by an evil regime on the one hand, and helpless African victims on the other. A conflict between good guys and bad guys, bereft of its political dimensions. Viewed in this way, the only solution seems a rescue mission from the outside, preferably in the form of a military intervention.
Political versus humanitarian tragedy
The situation in Darfur, Mamdani writes in his article, is in fact very similar to that in Iraq. The killers are mostly paramilitaries linked to the official military, the victims members of ethnic groups. But in Iraq, where the Americans themselves are involved, the violence is viewed as political. Iraq is a place with messy politics and the government is doing what it can to restore order. Darfur, however, is simplified into a humanitarian tragedy without a history or a political dimension.
Generally, the Americans hardly take any interest in Africa. What makes them so passionate about Darfur? Why do they stick so stubbornly to these myths while the facts tell a different story? Part of Mamdani's explanation is psychological. The Americans badly need a good cause. "Iraq makes them feel guilty, but Darfur makes them feel good. Darfur is a feelgood place, a place of refuge from Irak." But there are also other motives. "For the neoconservatives and the Christian right, Darfur plays a crucial role in the war on terror. For this group, the Arab is the contemporary nazi. Darfur gives them an Arab genocide."
National justice
Mamdani does not believe the Save Darfur movement will contribute to a solution of the conflict in Darfur. Iraq has demonstrated what an invasion based on a distorted reading of the political situation can lead to. In fact he does not believe that the crisis in Darfur can be resolved by any intervention of the international community.
A national or regional solution is preferable, including the prosecution of war criminals. "The international community wants justice at any price", he says. But justice is not an aim in itself. The first priority is peace and justice is subsidiary to that. Peace requires reconciliation and reconciliation can only be achieved in a national context. As it happened in South Africa.

Drought and Climate Change
The Darfur crisis is much more complex than merely being a conflict between cruel Arabs and helpless Africans, says Mahmood Mamdani. In fact, the root cause of the crisis is drought caused by climate change. Right in the middle of Darfur lies an enormous lush and green mountain, Jabal Marra, inhabited by sedentary African tribes practising agriculture. The surrounding desert is inhabited by partly Arabic speaking nomads living of their herds, camels in the North and cows in the South. When the drought came in the 1980s, the desert moved a hundred miles down South and everybody headed to that great lush mountain.
Naturally, conflicts arose between the original inhabitants who claimed the land as their property and the nomads who claimed the right to survive in their own country. The fact that the region was awash with guns from the ongoing civil war in neighbouring Chad did not help the situation. However, the insurgency that was started in 2003 by a small group of young hot-h e a d s was about something else. It was not an insurgency against Arabs but against the central government that did not make any efforts to develop Darfur and create opportunities for young men. The government in Khartoum panicked and, exploiting the existing tribal tensions, used the so-called Arabic tribes to put down the insurgency.
Conflict between nomads and sedentary tribes
The conflict in Darfur is therefore not a racial conflict but a conflict between nomads and sedentary tribes. Over the years, this conflict got out of hand and became endlessly complex because all kinds of external parties became involved, each with their own agenda: First the Sudanese government and the Southern rebel movement the SPLA, then the government and the rebels from Chad, and eventually the international community and the Save Darfur movement.
