Abu-Amna salam If you just look at the way negociations was going between the two parties, you will be much aware of how deeply the international community was involved.The main suggestion made by the secretary of IGAD, which was accepted by the two parties, was to put on table the proposals made by the secretary. Each party would study the proposals and make its comments on them. This explains why it took them too much time to reach the agreement The role of General Simboyo and his team ,was to look at the points of agreements and those of differances, make modifications ,and renewproposals The United States role , beside forcing the two parties to sit down for negociations, was to fund the talks and control the time frame thought needed for reaching the final goal.
No way that the minister of foreign affairs would come out to say that the peace agreement was a 100% Sudanese made. There were very few direct talks.
