A-salam Alekum
Subject: memorandum on expatriate participation in the elections
As you know that the expatriate are important segment and part of the Sudanese people proud, has been and continues to carry out thier duties towards the Sudan in all areas, march and contributed to the national construction thoughts and savings and performed tax repatriation, the ambassadors representing civilization Sudan, all noble values and the beautiful, and greedy effort toward the country that are dear to them and people have Cram.
Since the elections and patriotic duty, and really where all the people of Sudan, the right to citizenship as the basis of equal rights and duties to all Sudanese, it may not be derogated from these rights. Expatriate participated in the elections 1986, 1996, 2000, and to ensure that the transitional constitution in 2005, the right to vote, Article 41 (1) "Every citizen has the right to participate in public affairs through voting, as defined by law" (2) "Every citizen who has reached the legal age specified by the Constitution or the law the right to elect and be elected in periodic elections to ensure the free expression of the will of the voters and conducted in accordance with a secret ballot."
Since the election law of 2007, will approve in October 2007, a census in November 2007, which established the Electoral Register, it is necessary to find a suitable formula for the participation of expatriates in these elections at all levels (Presidency, the National Assembly, Council of States ...). Based on the foregoing, and to preserve the right of expatriates to participate in these elections, and by virtue of your responsibility in the maintenance of justice and rights, call:
1 –The Electoral Law of 2007 must dictate the participation of expatriates in elections at all levels, and ensuring their right to vote and to stand for all positions.
2- The Election system like (geographical districts + categories) must define a clear and precise proportion of seats reserved for expatriate groups and propose to allocate 50%, or find any equation suitable for their participation.
3 - The census in November 2007, on which established the Electoral record, must includes the Sudanese Diaspora.
Finally, the response to this memorandum, achieve the desired justice, and safeguard the right of expatriates to participate in the elections, and to ensure that this segment of the Sudanese people, to contribute to national construction and participate in running the country's affairs.
