    By the mid 1930s, the British government seemed to have been fully convinced that Sayyid 'Abd al-Rahman al-Mahdi and his surprisingly resilient Neo-Mahdism constituted a potential political threat to their policies and rule in the Sudan. Being specifically alarmed by al-Sayyid's energetic drive to put the budding educated elite under his wing, the new governor-general Sir Stewart Symes (1934-40) embarked on a new policy that aimed at supporting the elite's secular plans, and encouraging them to collaborate with the Sudan government on the basis of its slow programme of the Sudan for the Sudanese. The paper analyzes the elements of this policy, and suggests that 'Abd al-Rahman al-Mahdi pioneered - in active cooperation with al-Shuban, a group of youngsters led by the middle-aged Isma'il al-Azhari - a successful effort to block Symes' plan. But al-Sayyid had drastically failed in his ultimate objective to enlist the support of the educated and dominate their Graduates' General Congress. Once they felt strong enough, al-Shuban cunningly discarded 'Abd al-Rahman al-Mahdi, and in 1944 Azhari emerged, with the active, but apparently half-hearted support of Khatmiyyah as the champion of the intelligentsia. Thus the master of manipulation had this time himself been manipulated, and to his great frustration, by his own protegees

    This book is a study of an early phase in the history of

    Sudanese nationalism. It is an attempt to show that nationalist

    ideas and agitation in the Sudan have a respectable antiquity

    which is often overlooked or de-emphasized in the historiography

    of the modern Sudan. Although the nationalist movement of the

    early 1920's - the growth and development of which constitute the

    theme of the book - was short-lived and had completely failed to

    achieve its essential goal, i.e. termination of colonial rule,

    it was nevertheless, the first endeavour in that direction.



    The early rise of national consciousness and sentiment in

    the Sudan can be attributed to two interrelated factors.

    Firstly, the anomalous status of the country as an Anglo-Egyptian

    colony and, secondly, the rebirth of militant nationalism in

    Egypt after the First World War. The dispute between Britain and

    Egypt over the political future of the Sudan produced inevitable

    reactions among educated Sudanese who came to resent and

    challenge the claims of the two colonial partners and their

    attempt to settle the dispute bilaterally. This, coupled with

    the intellectual and political appeal of Egypt to the Sudanese

    intelligentsia, stimulated the growth of nationalist ideas and

    associations at an early stage of the colonial period.



    One of the important political slogans of the movement was

    `the unity of the Nile Valley.' It expressed not only rejection

    of colonial rule but also the alliance between Egyptian and

    Sudanese nationalism. However, the commitment of the nationalist

    organizations, especially the White Flag League, to the idea of

    unity between Egypt and the Sudan stems also from a conviction

    that the destinies of the two countries were inextricably bound

    together.



    The failure of the White Flag League to develop into a mass

    party was due to the fact that the League neither sought nor

    indeed wished to ally itself with tribalism or religious

    sectarianism, the two reservoirs of mass following in the

    country. The collaboration of tribal and religious leaders with

    the colonial administration and their outspoken hostility towards

    Egypt seem to have ruled out such a possibility. In fact, the

    nationalist agitation of the early 1920's was largely a response

    to this unholy alliance between an alien ruler and a local

    traditional elite. Yet some twenty years later successor

    nationalists found it both necessary and expedient to seek

    alliances with religious Sectarians. They were, consequently,

    more successful in commanding popular support and organizing mass

    parties. This seems to be the essential difference between the

    first phase of Sudanese nationalism after the First World War and

    its second stage which began two decades later.

    The immediate events which led to these persecutions of some

    of the best educated Sudanese of the time lie in the latter part

    of 1924. However, the trials were the climax of a period of

    ideological and political ferment which expressed itself in

    various forms of anti-colonial sentiment and activities in the

    Sudan in the aftermath of the First World War. Nevertheless in

    the historiography of the modern Sudan the political events of

    this period are too often relegated to the status of footnotes

    or else discussed in terms of Egyptian rather than Sudanese

    nationalism. The Egyptian Revolution of 1919 which ushered in

    a new phase of nationalism is seen as the instigator of

    discontent and opposition to British colonial rule in the Sudan.

    Accordingly, some historians of the modern Sudan dismiss the

    Sudanese nationalists of the 1920's, not only as

    unrepresentative, but as mere agents and pawns of Egyptian

    nationalists to be used against Britain's paramountcy in the Nile

    Valley. It is needless to say that this tendency to seek a

    foreign habitat for an essentially indigenous phenomenon is most

    pronounced in the writings of the colonial

    administrator-historian, the apologist for British rule in the

    Sudan.1





    Another reason why early Sudanese nationalism is written off

    as "a false growth with shallow roots" and its proponents as

    deluded instruments of Egypt, is its advocacy of the unity of the

    Nile Valley. The slogan of unity is interpreted as an echo of

    Egypt's historic claim to sovereign right in the Sudan.
