Sudan's vice president said yesterday the Khartoum government needs to remove its troops from southern Sudan, conclude an oil-sharing agreement and define a boundary line between north and south before the rebels will rejoin the national unity government.
"We will not move ... until we get what we have demanded," said Salva Kiir Mayardit, who is also president of the government of southern Sudan.
He said the ruling National Congress Party "has shown a deliberate intention to dishonor" a 2005 comprehensive peace agreement, or CPA, which ended decades of war between northern and southern Sudan.
Southern Sudan's People Liberation Movement (SPLM) walked out of the government in September, angered by delays in implementing the agreement.
Mr. Kiir said the CPA was "moving like a drunken person, struggling," and accused President Omar Bashir's party of not being committed to the success of the agreement.
But he said the deal could be rescued if both sides worked together. The peace that came with the agreement "is still holding. It has not fallen and it will not fall," he said.
Speaking to a group at the Woodrow Wilson International Center for Scholars in Washington, Mr. Kiir warned that the stability of the region was at risk if the two sides of the country failed to come together.
Sudan serves as a buffer between conflicts in Chad, Central African Republic and Uganda and those in Eritrea, Ethiopia and Somalia, Mr. Kiir said, and if Sudan is unable to achieve stability, the entire continent will suffer.
The CPA was signed in 2005 by Mr. Bashir and by Mr. Kiir's predecessor as leader of the southern rebels, John Garang. The deal ended the civil war and established a joint interim government to work toward unification, peace and stability in the country.
Right now, the idea of permanent unification is not favorable to the SPLM, Mr. Kiir said, even though he thinks unification is necessary for global peace.
"It is the duty of President Bashir to make unity attractive to the people of South Sudan," Mr. Kiir said. Instead, he said, Mr. Bashir is only glorifying unification to northerners and disregarding the wishes of the South.
Southerners will vote in 2011 whether the country should remain united or be divided into two nations. But until then, Mr. Kiir said, "we will not declare any unilateral independence," and he urged the government in Khartoum to respect the "will of the people."
"The threat of conflict in this region to global peace is a matter of prime concern," he said, "And it should not be underestimated." |
