هذا القرار فيه اجحاف كبير..
قضية التكامل مع المجتمعات التي يذهب لها اللاجيء قضيه معقده.. يدخل فيها الطرفين القادم والمستقبل بتجاربه ورؤياه وتوقعاته..هذا من منظور..والاخر من منظور مختلف..
ويقع علي الأول عبء محاولة تكسير القيود التي تمنع اللاجيء من التداخل والأندماج مع المجتمع الكبير..
تعتبر اللغه أكبر عائق أمام الأجيء..كيف يتواصل اللاجيء مع مجتمع لا يفهم لغته ولا ثقافته ولا معاناته؟
في انجلترا كورسات اللغه المجانيه متوفره لأي انسان وخاصه طالب اللجوء...وبدون احصائيات في يدي..وأعتمد علي معلومات ربما كانت قديمه في بعضها..السودانيين اقل المجتمعات عزله واقل المجتمعات ارتكابا للجرائم..بل حضرت عدة انشطه تحدث فيها البوليس عن هذا المر باعجاب شديد..
قبل صدور القوانين الأخيره قبل 5 سنوات تقريبا..كان مقدم اللجوء يسكن في المدينه التي يختارها..وأغلبهم كان يختار لندن..
في محاولات توحيد سياسه مع باقي أوربا..ومع الأزدحام الكبير في لندن تبنت الحكومه قرار اسكان اللاجئين في مدن محدده..وفي سكن جماعي مثل الهوتيلات..لكنها مره أخري لم تعزلهم من باقي المجتمع كسكن المعسكرات في هولندا مثلا..والذي علي الرغم من جمال منازله الا انه كان مقفولا كالسجن ..الخروج والدخول له بأذونات..وبالتالي كان يصعب تكاملهم هم والجنسيات الأخري في تلك المعسكرات مع باقي المجتمع عند الخروج..
ومازلت اتسائل معكم..
علي أي اساس بنت الحكومه الأستراليه قرارها؟
وبداية.زكيف كانت قرارات اعادة التوطين؟
هل كانت تبحث عن مهاجرين فقط من كل الفئات؟
أم عن عماله لا يهم درجة تعليمها؟
أم عن من هم علي درجة تعليم عالي؟
وماهي الخدمات التي قدمتها لهم من أجل أن يندمجوا في المجتمع الجديد؟
وماهي ادلتهم من ناحية احصائيات علي مايقولون..او ما يعطيهم الحق في هذا القول؟
وماهي الجهة السودانيه الموجوده هناك التي تهتم بشئون الىجئين السودانيين؟
ومن يدافع عن حقوقهم أمام السلطات الأوستراليه؟

نعم القضية تناقش علي هذا النحو الحين
ولكن ما يجعلني غير متفائل لهذا القرار انه بدلا من ان يعمق الاندماج فأنه بالتأكيد سيزيد الفجوة والجفوة بين المجتمعات الافريقية والمجتمع الاسترالي
اصل المشكلة أن هناك بعض الشباب السودانيين الذين صدمهم نمط الحياة الاسترالية المترفة عقب قدومهم من واقعنا السئ وقاموا ببعض الامور الدخيلة علي هذا المجتمع لدرجة أن مسئول كبير في شرطة فيكتوريا قد أعلن أن السودانيين لا تخامر دواخلهم أي خوف من الشرطة
ولكن ما يحسب علي الحكومة الاسترالي ووزيرها كيفن اندرو انه عالج الامر بشكل عرقي وأسقط علي الامر الكثير من العنصرية التافهة.

بعضهم زاد شوية حتى أصبحت كالظاهرة !!و أتوقع كارثة قريبا سيكون ابطالها بض السودانيين بالقاهرة حيث كونوا عصابات ووصلت الى حد قتل بعضهم البعض !!
لكن السؤال الخالد من هو المسؤول عن هجرات السودانيين و تشتتهم فى المنافى ..و بلاد المهجر ..بهذا الشكل الدرامى ..

الهجرات الغير مؤهله او التي تكون هناك صعوبه في تاهيلها اصبحت تشكل عبئا علي نظام الضمان الاجتماعي لكثير من الدول وتهدد بانهياره و تشكل خطرا حقيقيا ترتبت عليه ظهور الاحزاب اليمنيه المتطرفه بقوه لم تكن مشهوده في تلك الدول ولذا اتفهم قرارات تلك الدول بالحد من مثل هذه الهجرات وعلي المجتمع الدولي ان يساعد في اقامه الحكومات الديمقراطيه والتمنيه في دول المهاجرين الاصليه

Immigration Minister Kevin Andrews has released a summary of allegations against African migrants which he says contributed to his decision to slash the number of refugees Australia accepts from the region.
A day after conceding that a failure of African migrants to "integrate" into Australian society had prompted the decision, Mr Andrews told journalists in Melbourne he was acting to maintain community confidence in Australia's immigration program.
People had expressed to him concerns about the difficulties experienced by African refugees in settling in Australia, he said.
"I have received advice from my department and community organisations across Australia," he said.
"It has been conveyed to me that recent refugee and humanitarian arrivals from the region of Africa are continuing to experience difficulty in successfully settling in Australia and the result is high levels of community concern."
Earlier today, the chairman of Victoria's Multicultural Commission has lashed out at the Mr Andrews, calling him incompetent and irresponsible after he announced this week that Australia would not accept any more African refugees until July 2008.
George Lekakis, the Chairman of the Victorian Multicultural Commission, said the minister was not acting in the best interests of refugees.
"I think it's a very irresponsible approach to community relations and a grave hypocrisy whereby a responsible immigration minister, who has ultimate authority for the welfare of refugees in Australia, can exhibit such incompetence in the way he's managing his portfolio responsibilities."
Mr Lekakis criticised Mr Andrews' motivations for raising the issue in the wake of the bashing death of 19-year-old Leip Gony in Noble Park last week.
"The sinister thing about it is he's politicising it, which is totally unfair to a very vulnerable group in the community," he said.
But this afternoon Mr Andrews released a summary of allegations about African migrants, which he attributed to "feedback from various ethnic organisations" about events in their local community.
"Concerns about the establishment of race-based gangs, reports of altercations between African groups in nightclubs and at community functions, disagreements among prominent African community organisations over accusations that some are receiving favoured treatment in accessing community services," he said, listing the points in his dossier.
"Tensions have arisen between some African families involving conflict and assault, concern among some community leaders as to the increase in crime among some African youths, and reports of a developing trend of young African males congregating in parks at night, often to consume alcohol."
Mr Andrews said he would not release the documents upon which his summary was based because he feared doing so would discourage community groups from providing information to his department in future.

PRIME Minister John Howard yesterday denied his government was racist after it closed the door to African refugees.
Refugee groups accused the Government of playing the race card before an election as Premier John Brumby said African arrivals were welcome in Victoria.
Federal Labor held to its bipartisan stance on refugee quotas, accepting the Government's decision not to take in more African refugees until at least next July

But Opposition immigration spokesman Tony Burke said the decision should not have been based on allegations that Africans were not integrating into society.
"It is tremendously difficult to apply an integration test on a whole continent," he said.
Questions about each person's ability to integrate should be addressed when they applied for a visa, he said.
Mr Burke's comments come after a study found that discrimination, language barriers, poor job opportunities and a lack of support are making it harder for African refugees to settle in Australia.
The study by psychology researcher Renu Narchal, from the University of Western Sydney, examined the personal stories of 35 people who had moved from war-torn Somalia to Australia over the past eight years. Most were living in Sydney's west.
It found increasing numbers of Somali refugees were battling extreme loneliness that could lead to depression as they struggled to build a new life in Australia.
Dr Narchal found discrimination on religious grounds and in the workplace was a common problem facing new arrivals from Africa.
"It's important that we have an understanding that immigration is a social experience that encompasses identity challenges and adjustments that often result in a struggle to make a new country feel like home," she said.
Uniting Church leaders say they are deeply concerned and disappointed by the federal government's decision to cut the quota of Africans into Australia under the humanitarian refugee program.
The Reverend David Pargeter, director of the Commission for Mission at the Uniting Church, Synod of Victoria and Tasmania says the refugees need support, not vilification.
"When a government minister, on the eve of an election, connects violent action with one particular cultural group, we know we have reached deeply into the darkness of racial politics," Mr Pargeter said.
"This, coupled with punitive action against one of the most traumatised refugee groups in Australia, exposes once again this government's lack of understanding of what life is like for a refugee.
"African refugees need a break, not a smear campaign against them."
Immigration Minister Kevin Andrews yesterday denied discriminating against Africans.
He said the 30 per cent quota for African refugees had been filled in the first three months of the new financial year.
But many of the 9,000 places the government has set aside for Middle Eastern and Asian refugees until June 2008 are still free.
"This notion that we are seeking to demonise people from a particular country is just wrong-headed," he said.
"It's a false compassion to say, 'just keep on bringing more and more people' when we know they've got challenges."
Mr Howard said the slashing of the African refugee intake to 30 per cent from 70 per cent two years ago was decided on the basis of need.
"Well, what we've done in relation to the refugee program is to rebalance it in favour of the Middle East and the South-East Asian area," he said. "It's not in any way racially based."
Mr Andrews said integration problems were also a factor.
"We have detected that there have been additional challenges in relation to some of the people that have come from Africa over the last few years," Mr Andrews said.
But he refused to release top level advice, which he used when slashing the quota, saying it was confidential.
Prepared by a number of government departments, the advice is said to detail integration problems among African communities across Australia.
The refugee stoush, just weeks before a federal election, follows yesterday's Herald Sun report revealing the Government had already filled a reduced quota for African refugees this year.
Mr Brumby yesterday spoke out in support of African arrivals, particularly the Sudanese, who have attracted accusations of being violent and unable to integrate into Australian society.
"If the Federal Government were to terminate this program I, for one, would be very upset about that," he said.
As reaction to the African refugee ban grew:
AFRICAN refugees said they were being used as political footballs before the election.
VICTORIA Police commissioner Christine Nixon said Sudanese immigrants were not over-represented in crime figures.
THE Refugee Action Collective said the Government was playing the race card.
THE Greens compared the issue to the 2001 Tampa crisis.
DEMOGRAPHER Bob Birrell said refugees often endured hardship because of a lack of services in the outer suburbs.
About 12,000 Africans have settled in Victoria under the humanitarian program since 2000 – the largest number of any state.
Ms Nixon said Sudanese were a visible minority but they were not over-represented in crime figures for their population.
However, frontline police said many young African men held no respect for the law or the police enforcing it.
Officers in and around Dandenong, Broadmeadows, Flemington and Footscray were being taunted by groups involved in street robberies, sex attacks and gang violence.
One police source said: "They have no fear of the police."
Refugee activist Pamela Curr accused the Government of trying to generate a refugee backlash before the election.
"They are drawing the race card. Why Africans? Because they are black," she said.
She said cutting the African intake would have terrible consequences for those trying to reunite with loved ones now waiting in squalid and dangerous overseas camps.
"By cutting off the Sudanese group, what they are saying is, 'You're here, you can stay. But don't think you can ever have your kids join you."'
Greens candidate for the seat of Melbourne, Adam Bandt, said the Government was playing the race card to win back voter support.
"This is Tampa '07. This is John Howard's attempt to deal himself into the polls," Mr Bandt said.
The Reverend Dennis Hawkey, minister at St James Uniting Church, Box Hill South said his congregation established a Travel Loan Fund four years ago that has subsidised 700 southern Sudanese refugees.
"We are a country that has set such store on helping those who need help and then finding a way, like the Good Samaritan did," Mr Hawkey said.
"The government's response now mimics that of the two high and mighty people in the story of the Good Samaritan, who just walked past.
"Australia is going to leave these refugees to be cared for by another Good Samaritan."

Hello Alfarwg,
I don’t think it is an election strategy as you say; there is a real issue that force this government to take such a decision, and instead of just keep conning ourselves with such unreal justifications (as racism), we need to be a bit fair and look at our own demerits.
The whole issue I believe is about the failure of these African people to integrate into the main stream culture of this country. That is not to say they have to be Aussie people, rather, just at least behave like good citizens and do like all other residents of this country do. There are so many wonderful opportunities in this country for all who live here, whatever their race or ethnic origin, to reap and benefit themselves.
But unfortunately most of the African people, Sudanese, Ethiopian, Eritrean, and Somalians, just insist on keep living the same type of backward life they used to live back in their original places. We haven’t get the right sense of neither our new situations here, nor how are things going here, and do live like expatriates who know that their residence in the country, whatever it prolonged, is temporal.
Do you know the percentage of these African people in the government housings? Do you realise for how long they keep “pludging” the welfare system? These sorts of services, my friend, is temporal and transitional assistance that put forward for those new arrivals to help them start their new lives, and it was never designed to be for the lifelong.
You might have, of course, heard about family troubles and breakdowns that go off every now and then for such a meager Centrelink payment. And you might have also heard about the trouble that caused by the Sudanese “gangsters” in Noble Park, Victoria, and Blacktown, NSW.

Instead of being amazed, my friend, you need to think a bit about it. If there was no real problem, and if it was just a tactical Liberal policy for the elections as you said, nothing would have forced the Labors to risk their advanced poll position and support it.
The issue is, however, revolving around what they call it the “national interest” upon which all of them would agree.
So my point here is that, you educated people have the responsibility of working hard among these communities to guide them into the right direction, and try to increase their awareness about their new situations in this country, and to show them how they can benefit from the available opportunities.

لقد قدم كثير من اللاجئين السودانيين الي استراليامن معسكرات اللجوء مباشرة وقامت الحكومة المضيفة بتوفير كل سبل الراحة لهم للانتقال الي العالم الاول في ظرف 24 ساعة هي مسافة الطيران بين المعسكر ومدن العالم الاول التي تعج بالمغريات ووفرت لهم مبالغ من المال تكفيهم شر الاحتياج
ولكنها لم تضع في اعتباراتها تاريخ الموطنين الذي قدموا ولا خلفياتهم الثقافية ولا احتياجات العمل الاجتماعي المطلوب بذله لاستيعابهم في مجتمع جديد
فأنفرط العقد الاسري
وطاش الشباب اليفع في تجاويف المدينة المعقدة وانتهينا الي هذه النتيجة.
اعتقد ان كيفن اندرو قد لعب علي كرت العنصرية ولكننا ايضا ساهمنا في اعطاءه الفرصة

وكل عام وانتم بخير
كل الدول التي سردها الاخوة فى مداخلتهم
هي كيانات عرقية كما هي لمئات السنين
لكن اميركا
واستراليا هي كيانات مهاجرين بوضعها الحالي
اليوم سهاجر الاف البوانديين والروس لا ستراليا
وتسير اجراءات ما قبل وبعد الهجرة بسهولة ويسر
لديهم
كنائسهم
ومدارسهم
ولغتهم تدرس فى المدراس
هنالك
ولا احد يجرؤ علي الكلام
لسبب بسيط
انهم بيض
كلام الشرطه ليس مقياس
يجب علي المقيمين التحرك مع
منظمات المجتمع المدني
لمساءلة كل من صرح بذلك والادانه
ولكن الاهم
هو التصويت
فى الانتخابات والاتصال كمجموعة بالمجالس المحلية والبلديات

الاخ معز
هذه القضية قضية خطيرة للغاية وربما لم يتمكن الاخوة في المهاجر الاخري والوطن ُثبر عمقها
انها المرة الاولي التي يعين فيها وزير هجرة استرالي اثنية بعينها ويصفها بعدم قدرتها علي الاندماج في المجتمع
وخطورة هذا التصريح تكمن في أن المجتمع الاسترالي مازال يمارس العنصرية في الخفاء ولكن لوضوح القوانين لا يجرؤ احد بالتعبير عن ذلك ولكنك يمكن استشفاف ذلك في مناحي الحياة المختلفة
ولكن عقب قرارات الوزير اصبحت الامور أكثر صعوبة بالنسبة للسودانيين وصار اشهار الممارسة العنصرية تجاهنا مدعوم برأي من وزارة الهجرة وقد حدث بالفعل أن قام بعض البيض بالاعتداء علي أحد السودانيين بضاحية ملتون بولاية فيكتوريا كنتيجة لتصريحات الوزير والغريبة أن الاعتداء لم يكن له ما يبرره سوي أن ان المعتدين ليست لهم اي رغبة في أن يكون هذا الكلب الاسود في ضاحيتهم رغم انه وحتي الشرطة تشهد له انها ليست لها اي تحفظات عليه
ستكون لهذه التصريحات انعكاستها حتي في تشغيل السودانيين في استراليا فقد دمغوا اصلا بالجريمة وعدم الاندماج في المجتمع
علينا هنا في استراليا أن نقود حملة كبيرة لتصحيح هذا الوضع
ولايمكن أن يتم ذلك الا بتوحيد جهود السودانيين وجالياتهم في استراليا وتكوين موقف مشترك بين هذه الجاليات لدرء آثار هذا القرار ومطالبة الوزير بتقديم اعتذار وتوضيح لما صرح به
