Main Themes of the Vision First; at the Darfur Crisis Level:
1. Arrival at a comprehensive peace agreement between the government and the armed movements of Darfur, DPA signatories and non-signatories alike, that respond to the fair and realistic demands of the people of Darfur. Chief amongst these are: a) One Darfur region, with coordinator powers, pending referendum on the final status; b) Fair and equitable compensations, individual and collective, for the lost lives and property; c) Stipulation of the share of Darfur in the national wealth, power and public service, in a manner commensurable with the weight of the region; d) Removal of any fait accompli arrangements and any subsequent negative results, especially appropriation of land hawakeer. e) Effective security arrangements to be implemented in timely and correct manner, including disarmament of militias loyal to all parties; f) Setting up of urgent and attractive packages of voluntary return programs for IDPs and refugees. Special attention should be given to humanitarian issues in present camps. g) Both the present government and the armed movements should be made to commit themselves to ensure prevalence of security and strict adherence to ceasefire arrangements. Moreover, the government must commit itself to put off violations and atrocities attributed to militias allegedly loyal to it. 2. Agreement on sound legal arrangements that ensure fair trials to all those involved in crimes committed in Darfur , with protection given to no one regardless of their positions. 3. Dialogue that lead to comprehensive political agreement should include as parties: The government (with all constituent components) Armed movements of Darfur, DPA signatories and non-signatories alike.
