    هذه وقائع مشادة ( قربت تكون شكلة ) بين زوليك نائب وزيرة الخارجية الأمريكية و مسؤول حكوممي سوداني . حدثت الواقعة أمس 10 نوفمبر 2005 بجنوب دارفور . (الترجمة لاحقا ):

    SHEK EN NIL, Sudan (AP) -- A shouting match Thursday between a senior U.S. envoy and a Darfur government official illustrated the difficulties of peacemaking in the restive region of western Sudan.

    U.S. Deputy Secretary of State Robert Zoellick had listened to African Union military observers describe a recent outbreak of violence that had turned southern Darfur's Shek en Nil into a ghost village of burned out homes, and heard local leaders profess their commitment to peace.

    Regional commissioner Sadiek Abdel Nabi followed as Zoellick stepped away for what was to have been a private additional AU briefing in the remnants of a village home. An angry Zoellick ordered Nabi out, saying: "I want to hear a straight story ... and I can't trust your government."

    When Nabi refused, Zoellick said he would protest to President Omar el-Bashir.

    "I am Bashir here!" Nabi, who had previously relied on an Arabic translator, shouted three times in English, standing inches (centimeters) from Zoellick.

    An AU officer persuaded Nabi to back off, and Zoellick heard details of three attacks on Shek en Nil in late September -- all violations of a tattered cease-fire.

    In the first attack, Sudan Liberation Movement rebels took the area. Days later, government troops retook it and were in control when so-called Janjaweed militiamen swept in for the third attack on Shek en Nil, burning and #####ng the homes of civilians and raping women, according to AU observers.

    Nabi and other local officials did not address the implication that the army and the Janjaweed had colluded. The government has repeatedly denied accusations it unleashed the ethnic Arab tribal militias known as Janjaweed as a tactic in the war.

    After decades of clashes over land and water in Darfur that often pitted the region's ethnic Arab tribes against its ethnic African tribes, conflict erupted on a wider scale in February 2003. Then, the Sudan Liberation Movement and the other major rebel group, the Justice and Equality Movement, took up arms against the Sudanese government amid accusations of repression and unfair distribution of wealth.

    The United Nations estimates that 180,000 people have died, mainly through famine and disease. No firm figures exist on the number killed in fighting. Several million more have either fled into neighboring Chad or been displaced inside Sudan.

    Zoellick later Thursday visited one of the camps for the displaced, where rape and other violence against women is common. The Janjaweed sometimes attack the camps.

    Four hours before Zoellick arrived at Kalma camp, some 50 Arab men on horseback reportedly went in and shot one man dead while searching for cattle they claimed were stolen.

    The presence of smaller, armed groups and a split within the rebel Sudan Liberation Movement has made the situation even more volatile.

    Zoellick has pressed the rebels to resolve their feud. His deputy, Jendayi Frazer, left his delegation Thursday for a previously unannounced trip to meet elsewhere in Darfur with Minni Minnawi, leader of one of the rebel factions, according to an African Union officer who identified himself only as Ajumbo. U.S. officials did not immediately comment on Frazer's sudden departure from the planned schedule.

    Some 7,000 African Union peacekeepers deployed to stabilize Darfur have been unable to stem the spike in violence, because they do not have enough troops, proper military hardware and means for rapid movement in the region the size of France, Jan Pronk, the special U.N. envoy to Sudan, said after meeting with Zoellick Wednesday in Khartoum.

    There are also reports that the peacekeepers are running short of ammunition, Zoellick said late Wednesday.

    The African Union has repeatedly asked for more money and logistical support from the West for its Darfur operations.

    New York-based Refugees International, which provides humanitarian assistance and protection to displaced persons around the world, said Wednesday that donor governments have failed to provide adequate support for the AU, while the Sudanese government places "innumerable obstacles in its path."

    The British charity Oxfam said Wednesday that the AU peacekeeping mission in Darfur needed help from the international community.

    مشادة كلامية بين ديبلوماسي أمريكي رفيع و مسؤول سوداني
    وكالة الأسوشيتدبرس 10 نوفمبر 2005 - شق النيل

    مشادة كلامية يوم الخميس 10 نوفمبر بين مبعوث أمريكي رفيع و مسؤول في حكومة ولاية دارفور لخصت مدي صعوبة أحلال السلام بهذه المنطقة المضطربة من غرب السودان.
    أستمع السيد روبرت زوليك نائب وزيرة الخارجية الي مراقبين من قوات الأتحاد الأفريقي في وصفهم لأحدث حوادث العنف التي حولت قرية شق النيل بجنوب دارفور الي قرية أشباح بعد حرق منازل القرية .. و أستمع الي أقوال القادة المحليين يعربون عن ألتزامهم بتوطيد السلام .
    و لكن عندما أنتحي زوليك جانبا بفرقة المراقبة الأفريقية لسماع المزيد من التفاصيل عن قصة بقايا منزل أحترق بالقرية و بصورة خاصة تبعهم السيد الصادق عبد النبي مسؤول المنطقة الحكومي . حينها أمر زوليك و هو غاضب .. أمر الصادق عبد النبي بالأبتعاد قائلا له " أنا أريد سماع القصة الحقيقية .. و أنا لا يمكنني الوثوق في حكومتك " ...
    و عندما رفض الصادق عبد النبي الأذعان لطلب زوليك ... قال الأخير للصادق أنه سيحتج لدي الرئيس عمر البشير .
    " أنا البشير هنا " كررها الصادق ثلاثة مرات و هو علي بعد سنتمترات من زوليك ( عادة الصادق يعتمد مترجم لايصال كلماته لزوليك و لكنه هنا قالها له بالانجليزية ).
    أفلح ضابط من القوات الأفريقية في أقناع الصادق ليتراجع .. و أستمع زوليك لتفاصيل ثلاثة هجمات علي قرية شق النيل .. و كلها خرق لوقف أطلاق النار .
    في اليوم الأول سيطرت قوات حركة تحرير السودان علي القرية ... ثم أخذتها قوات الحكومة منهم في اليوم التالي .... و كانت القرية تحت سيطرة الحكومة عندما أجتاحها الجنجويد العرب و أحرقوها و نهبوها و أغتصبوا نسائها ... بحسب شهادة قوات الأتحاد الأفريقي .
    الصادق عبد النبي و مسؤولون آخرون لم يذكروا تحالف القوات الحكومية و الجنجويد في الهجوم علي القرية .
    الحكومة تنكر تكرارا أنها تطلق العنان للجنجويد في هجماتها كتكتيك حربي .

    لك التحية علي نقل هذا الخبر وحقيقة فهي خبراً موسفاً للغاية كون ان لايحترم
    زوليك وهو زائر من امريكا الي دارفور , فهؤلاء المجرميين بعد صدور قرار مجلس
    الامن الدولي اصابهم الهلع والرعب ويرون ان اي مسؤال غربي زائر الي السودان
    يعتقدون بأنه قد جاء ليسوقهم الي المحكمة الجنائية الدولية لاهاي التي تنتظرهم
    عثمان كبر من قبل احدث مشاجرة ومشاداة كلامية مع كوندليزا رايس وزيرة الخارجية
    الامريكية والان معتمد شعيرية يكرر نفس الحدث , ودون خجل ولا استحياء يقول انا
    البشير هنا ,, البشير سوي اكان هنا ام هناك منو الجايب ليه خبر ؟؟

    الا ترى ان هنالك تناقضا واضحا في هذا الخبر؟ لماذا لا تكون التي احرقت القرية
    هي قوات حركة تحرير السودان التي سيطرت على القرية عنوة من الحكومة ؟
    ثم لماذا العرب والجنجويد طالما سيطرت عليها القوات الحكومية في اليوم التالي؟

    NAIROBI, Kenya, Nov. 8 - The American effort to encourage an end to the carnage in the Darfur province of Sudan suffered a blow on Tuesday when the leaders of the largest faction there walked out of a meeting that had been called by Robert B. Zoellick, the deputy secretary of state, to promote unity among competing groups.

    "We can't sit with them as equals," said Saif Haroun, an officer of the group, nodding toward his rivals.

    About 30 minutes later, after American officials threatened and cajoled them, the rebel leaders begrudgingly returned to the meeting. But at the end of the day Mr. Zoellick, only half joking, described as his main achievement "getting them in the room together to listen."

    The Darfur groups left here as divided as they had come, even after Mr. Zoellick told them, "While you're bickering, people are dying."

    After nearly three years of bloodshed in Darfur that has claimed at least 200,000 lives and displaced more than two million people, the Bush administration has placed all of its hopes on peace talks, which have limped along for more than a year.

    The current obstacle is a power struggle between factions of the Sudanese Liberation Movement, the main Darfur rebel group. Late last week one faction's leader, Mani Arko Minawi, had himself elected chairman, an election the longtime incumbent chairman, Abdul Wahid Muhammad Nur, refused to recognize.

    Mr. Zoellick invited both men here for a reconciliation conference. But it did not go well. Mr. Minawi did not show up. Aides said he was busy.

    On his way here, Mr. Zoellick had said his goal was to encourage the rebels to present one strategy, one voice, at the peace talks with the Sudanese government. But after his meetings, he acknowledged that he did not even know who would show up for the rebels when the talks resume in two weeks.

    American and Sudanese officials said the continuing power struggle works only to the advantage of the government in Khartoum, which holds the largest share of responsibility for the violence in Darfur, which the United States calls genocide. The last negotiating session ended Oct. 20 after accomplishing almost nothing because the rebels could not agree on their approach.

    After the meeting here, Mr. Zoellick headed for Sudan, where he will meet Wednesday with President Omar Hassan al-Bashir and other leaders. Mr. Zoellick said he believed that the violence could be brought under control only through peace talks, which is why he invited the rebel leaders here.

    When the meeting here opened, the faction led by Mr. Nur filed into the room first. Mr. Zoellick was shaking each man's hand as Mr. Minawi's faction walked in, feigned surprise and indignation, then walked out. The others followed, leaving Mr. Zoellick nearly alone.

    He instructed his aides to tell the rebels: "I came all this way. I am here. I am prepared to sit in this room. If you don't want to come back, I will draw my own conclusions." Soon enough, they did return. Mr. Zoellick cajoled them to stay and gave them his message: "We want to help, but you need to help us by speaking with a unified voice."

    After nearly two hours of discussion, he asked the two factions to agree on a joint statement that the United States had written. It called for all sides to renew their cease-fire, and for the rebels to return to the peace talks with a unified position.

    After an hour of debate, the competing groups refused to sign it.

    مسألة تآمر قوات الحكومة مع الجنجويد في قتل أهل دارفور لا تناقض هناك في شهادة قوات الاتحاد الأفريقي . علي حكومة الخرطوم أن تجرد مليشيات الجنجويد من أسلحتهم .
