S. Sudan Defense Minister reiterates control over Malakal

    Juba-The South Sudan Defense Minister has said that forces loyal to Dr. Reik Machar have infiltrated into Malakal city, the capital of the Upper Nile state, in what he describes as a violation to the IGAD-sponsored cease fire agreement.
    The defense minister told the Citizen by phone that the rebel militias have infiltrated into the city but they were soon chased out of the city. He said” Now, our forces are combing in areas of Adong and Al-Nasir” He denied the news that Malakal city has fell under Machar grip, and described these media outlets as misleading.
    He said that the rebels want to strengthen their negotiation stance militarily through controlling strategic locations in South Sudan, but the government army is imposing full control on cities and oil fields. He affirmed that the sabotage of public properties of the state and threatening of innocent lives are carried out by the pro Machar white army
    He revealed military enforcements to secure the oil sector in the Upper Nile and Unity states.
    The clashes will raise the concerns over the security of the northern oil field in South Sudan. The oil is the main pillar of economy in the newest state in the world. The clashes will further increase further pressures on the foes to revive the suspended peace talks in Addis Ababa.
    Government institutions violate external training act
    The director of the center for training and management development Professor Mahmoud Al-Sir has revealed lack of accredited training certificates in Sudan, adding that there is organ that approves or assess any certificate.
    He said that there is no approved trainer at all, accusing the state of being one of the reasons behind the deterioration of training as it has no budget for training. He stated the ministries earmarks some funds in an unsystematic way for training.
    He said that the state considers the training center as sources for revenues. He pointed out that the national council for training lacks the financial and administrative capacity for training.
    In the same context, the director general of the national council for training Professor Buthaina Al-Igaimy has said, in the consumer weekly forum last week, that the council has no enough human cadres. She said that around 47% of the council jobs are not filled, saying that the former finance minister has endorsed 19 jobs but they are still “locked at the drawers” of the recruitment board.
    She criticized the ministry of finance calls on the council to increase the training centers to have the revenues increased instead of supporting the council. She further accused some government bodies of violating the council of ministers resolution number 359 for the year 2006 that stipulates to make the measures of external training through the national council for training. She said that there is no clear definition for the trainer, saying they have requested formation of a ministerial committee to determine who the trainer is.
    On the other hand, Mohamed Al-Sheikh, owner of car driving center, said that some retired officers open training centers for car driving with some gives falsified certificate a matter that increases the possibility of traffic accidents.
